[AI] Bangalore: Disabled man dies after consuming poison outside Vidhana Soudha
http://www.thehindu.com/news/cities/bangalore/disabled-man-dies-after-consuming-poison-outside-vidhana-soudha/article7501008.ece k Gowda, native of Kunigal taluk, was allegedly dejected over financial problems. A 35-year-old disabled man from Kunigal taluk in Tumakuru, who attempted suicide by consuming pesticide outside the Vidhana Soudha, died at Victoria Hospital here on Tuesday. Ashok Gowda, a native of Madappanahalli and a painter by profession, was allegedly dejected over financial problems. He was living with a relative in Kamakshipalaya and had lost his left leg and hand in an accident in 2009. With no job, he was running from pillar to post to get compensation, but in vain. He had approached the High Court for compensation, but the case was dismissed, the police said. Ashok wanted to file a fresh case and had come to court on Monday. Since he reached after court hours, the advocate told him to come back the next day, the police said. Following this, Ashok went to the Vidhana Soudha to meet the Chief Minister. However, the police did not let him in. Later, he went to the Devaraj Urs statue near the West Gate of the Vidhana Soudha and consumed pesticide. Passersby noticed him writhing in pain and rushed him to Victoria Hospital where he died. The Vidhana Soudha police found a suicide note written by Ashok, in which he expressed difficulties in leading his life because of disability. “I cannot lie in the court to get compensation. Hence I decided to end my life,” he said. The police have taken up a case and are investigating. Although Ashok’s family is struggling to pay a loan after three borewells dried up and silk prices crashed, Kunigal tahsildar Shambulingaiah said the suicide cannot be linked to loans. “He was a paint contractor and not a farmer,” he said. -- Avinash Shahi Doctoral student at Centre for Law and Governance JNU Register at the dedicated AccessIndia list for discussing accessibility of mobile phones / Tabs on: http://mail.accessindia.org.in/mailman/listinfo/mobile.accessindia_accessindia.org.in Search for old postings at: http://www.mail-archive.com/accessindia@accessindia.org.in/ To unsubscribe send a message to accessindia-requ...@accessindia.org.in with the subject unsubscribe. [AI] The now and the next of Argus II By Robert Greenberg
http://www.livemint.com/Opinion/ZRPkkwyacH5Tnq1QFE7EMK/The-now-and-the-next-of-Argus-II.html bionic ocular technology seems new, its development has been under way for over two decades. Research and experimentation on a bionic eye began in the early 1990s at Johns Hopkins University. By 1998, this work had demonstrated that a retinal prosthesis could use electricity to stimulate the retina and produce spots of light visible to blind patients. This created the potential for restoring sight in patients with advanced retinitis pigmentosa, a rare genetic disorder afflicting an estimated 1.5 million people worldwide. Second Sight Medical Products Inc. was founded in California to develop this prosthesis. The technology from which Argus II developed was a natural extension of cochlear implant technology, though the building of miniature electrodes in greater numbers needed to be developed from the ground up. The research benefited from the development of cell phones and the miniaturization of computers and cameras. The first clinical trial began in 2002 with Argus I, a 16-electrode implant based on an established cochlear implant platform. After successful studies, a trial for Argus II, a 60-electrode device designed to be smaller and easier to implant, began in 2007. The trials were successful and Argus II has since been approved by the Food and Drug Administration (FDA). Argus II is approved for commercial utilization in both the US and outside. Outside of the US, the Argus II is indicated for individuals with severe to profound vision loss due to outer retinal degeneration. In the US, the product label restricts the use for patients with bare light perception or no light perception, caused specifically by the outer retinal degenerative disease of retinitis pigmentosa. Additionally, candidates must be aphakic, meaning they cannot have their natural lens in place. If their natural lens has not been previously removed in a prior cataract surgery, lens removal at the time of implantation is required. Argus II consists of three components; an implant that is surgically placed on the retina, a pair of glasses with an attached camera and a portable video processing unit (VPU). Images are captured by the camera, processed by the VPU and then transmitted wirelessly to the implant, which comprises an array of 60 electrodes. The implant converts the information into a series of small electrical pulses. The patient “sees” greyscale images—similar to how images appear on a digital scoreboard—which they learn to interpret. An extensive fitting period after implantation tailors the device to the optimal level for each individual. With Argus II, users can detect objects in their paths, or things such as doorways or the lines of a crosswalk. Movement and objects with greater light contrast tend to be easier to detect. From a patient’s perspective, the device can provide a greater degree of mobility. While they might not have “normal” sight, patients fitted with the Argus II have demonstrated the ability to track sidewalks, avoid obstacles, follow high-contrast lines on the ground, which in general helps them feel safer and more confident. For many, obstacles such as doorways and furniture no longer pose a problem and handling objects like glasses and utensils becomes less complicated. Some patients have even reported that activities such as archery or basketball become possible with the aid of lights strung on the targets. While Argus II does not restore “normal” vision, many patients describe looking into the night sky and locating the moon, or enjoying Christmas lights, fireworks and even sports on television as they can detect the movement on the screen. For many patients, regaining some form of sight is significant because it allows them greater social interaction, especially in being able to determine where people are around them. Blindness can be very isolating. For those who have been blind for many years, they get a great deal of enjoyment in discovering what they can do with the system. This technology is always being improved. Just like a phone or a computer, Argus II can be updated with software upgrades to improve the operating system. Such software developments will include combining computer vision, independent manipulation and a user interface to help decipher visual information, which will create a more natural experience. Efforts are also underway to reduce the cost of the device. Software improvements will aid in reduced costs. This therapy may also be expanded to include patients suffering from other forms of blindness, firstly patients with AMD (age-related macular degeneration), the leading cause of blindness in the western world which is estimated to affect 20 to 25 million people worldwide. More advances are potentially on the horizon, including the development of the Orion Cortical Prosthesis, an implant which will bypass the optic nerve and stimulate the visual part of brain, allowing
[AI] Disability no deterrent for Lord Shiva devotees
http://www.tribuneindia.com/news/uttarakhand/disability-no-deterrent-for-lord-shiva-devotees/115502.html Polio-afflicted Lord Shiva devotee Lakhan on his way to the Kanwar pilgrimage. Tribune photo: RAMESHWAR GAUR Sandeep Rawat Tribune News Service Haridwar, August 4 The annual Kanwar pilgrimage to fetch holy Ganga jal from Ganga ghats in Haridwar is among one of the longest and toughest pilgrimage in the country. A few decades ago it was mainly treaded on foot, but with the change of time vehicular Kanwar pilgrimage has become a major one. Still thousand of Lord Shiva devotees complete this pilgrimage on foot as per traditions and customs. Treading 100-400 km on foot is an arduous journey but many a Kanwariyas take inspiration from physically challenged fellow Kanwariyas, who tread this pilgrimage on foot. Braving physical limitations, odd weather conditions and shoddy Kanwar stretch, these differentlyabled devotees seem to be quite different from normal Kanwariyas. A young Deepak Semwal from Hapur, who got afflicted with polio at an early age but this didn’t deter him to go on Kanwar pilgrimage. Having utmost dedication for Lord Shiva and holy Ganga, Deepak has been coming here for the past 10 years to fetch holy Ganga jal and offer it at his hometown Shivaliya on Maha Shivratri. Lakhan, who lives at the Badarpur border in National Capital Region is severely afflicted with polio and can move only one feet at a time. Undeterred by his physical disability, Lakhan treads 250-km on foot to fetch holy Ganga jal. Delhi resident Pradeep Kumar has been visiting the place despite his both legs affected with polio. Kumar says that Lord Shiva calls me and he treads the path easily, fellow Kanwariyas also motivate and help me. Many a Kanwariyas on seeing these physically affected persons get strength to complete the pilgrimage. While most feel that if Deepak, Lakhan or Pradeep can undertake Kanwar pilgrimage on foot then why people are coming in vehicles in the Kanwar fair. These differentlyabled devotees surely gives message of their dedication, spiritual spirit and overcoming their physical shortcomings through mental power. [AI] Call for contributions
Dear all, we would like to bring an anthology of poetry and short stories written by visually challenged writers and poems and short stories which imply theme of visual impairment by non visually challenged writers. Here is the URL for the info: http://nivasini.com/guidelines-to-submit-for-celebrating-india-from-the-eyes-of-the-nonsighted/ I am pasting the URL info here: Literature is one of the potential communications to define resistance. Literature from neglected communities have rapidly risen up in the recent times, making their voices resounded in the mainstream literary cannon. At this context, Nivasini Publishers is seeking submissions for a book titled “The World I Write In: Anthology of Poems and Short Stories by Visually Challenged Writers” which will completely focus on literature of the visually challenged and for the visually challenged. The representation of visual impairment by non visually impaired writers in the oppressing or celebratory terms is present from a long time. But, voicing one’s own experience of disability, resisting the stereotypical metaphors associated with visual impairment constitute many powerful poems and short stories. The proposed anthology aims to present those poems and short stories written by visually challenged writers from India. To be considered for the publication in the anthology: 1. Visually challenged writers or writers who employ visually challenged people as central characters from India should send their submissions in a Microsoft word attachment to mailnivas...@gmail.com on or before the august 30, 2015 (Indian Time). 2. One / three poems or short stories around three thousand words on any theme will be considered for publication. Translations with the copyright permission from the original author will be considered. Previously unpublished works are preferred. 3. The anthology would strictly be focused on the genres of poetry and short stories to emphasize on creativity as a way of highlighting the literary merit of the visually challenged writers, with the aim of contributing to the larger discourse on Disability Literature in India. Hence personal memoirs, nonfiction essays or other genres of writing will not be considered. 4. The book will be available in digital and print format, the contributors will be given a digital copy. We accept stories/poems from writers who are not visually challenged too. However, as mentioned the central character or the theme should be around nonsighted people (partial/complete). The editors of this anthology are Niverdita Narsapuram and Jyothsnaphanija. Nivedita Narsapuram has cofounded Nivasini Publications. She has worked with Thomson Reuters and is currently working towards Nivasini’s new initiative: Wribel. A freelance journalist, her published poems and stories are archived at: nnivedita.com. Jyothsna Phanija is a PhD research scholar in English Literature at EFL University, Hyderabad, India. She writes poetry, short stories, research articles and book reviews. Her poetry and short stories have been published in many national and international journals. She blogs at: phanija.wordpress.com Please circulate the info. We are eagerly looking forward for your submissions. Thanks, Jyothsnaphanija. Re: [AI] Bangalore: Disabled man dies after consuming poison outside Vidhana Soudha
Even yesterday there was public TV telecasted him as contractor. Was no mention of ashok gowda's disability. with thanks and regards, manjunatha v... Another commandline Twitter client that is popular among the blind is Chicken Nugget. [AI] Disabled accused made to crawl to fifth-floor court
http://timesofindia.indiatimes.com/city/delhi/Disabled-accused-made-to-crawl-to-fifth-floor-court/articleshow/48367771.cms DELHI: A trial court here was left shocked when a disabled person, an accused in a criminal case, had to crawl on his hands to the fifth-floor courtroom because police did not think of arranging a wheelchair for him. The accused, Yameen Malik, whose legs appeared to be deformed, was being produced in court on Monday for custody proceedings in a rape case. When additional sessions judge Sanjay Sharma found Malik crawling in the courtroom, he questioned the investigating officer whether there were wheelchair facilities in the jail lock-up for production of disabled persons in court. The IO failed to give any answer. The court was shocked to see that the accused, who somehow managed to crawl on his hands, was produced before the court without a wheelchair. It means he has crawled all the way from the jail to this courtroom on the fifth floor of the complex. This is quite painful, the judge observed. The judge has sought a detailed report from the Delhi Police commissioner and director general of prisons on what the existing provisions were for accused persons with disabilities. The court said it appears that Malik was being produced in court in the same manner since he was arrested on July 27, 2015. This court is of the opinion that there was no arrangement (of a wheelchair) when he was arrested and lodged in police lock-up, produced before the court the first time and made to board the jail van as well as when he was received in jail lock-up at Karkardooma complex. The case demonstrates total lack of sensitivity and concern for the rights of a disabled person, the judge observed. The court stated that a person with disabilities was entitled to an equal opportunity to access the justice system and could not be denuded of his basic human rights to be treated with dignity and respect. ...it is the duty of the state to make %the legal system accessible to such a person by making an effort to remove physical barriers, it stated in an order passed on Monday. The court has asked the police commissioner to state whether wheelchairs are available at all police stations and jail lock-ups. It sought to know if there were any disabled-friendly toilets at police stations. The police chief was also asked if any direction had been issued to police stations for providing wheelchairs. The judge told the police chief to inform the court about action taken against the IO of the case and lock-up incharge of Karkardooma court complex for violating directions, if any, on movement of disabled persons. Similar questions were put to the DG of Tihar regarding disabled-friendly facilities in the prison complex. Compliance reports from both offices are likely to be filed in court on Thursday. Malik was arrested on charges of raping a minor girl. The case is at an initial stage. A police officer told TOI that there were specific directions on how accused persons with disabilities are to be dealt with. Police are duty-bound to provide wheelchairs in such cases, he said. Generally, we avoid arresting any accused with disability unless it's imperative and may affect investigations. But it's the duty of the investigating officer to arrange for a wheelchair before arresting the accused or producing him before the court, said the officer, who did not wish to be named. [AI] Kerala: Dearth of resource teachers undermines ideals of inclusive education
http://www.thehindu.com/news/national/kerala/dearth-of-resource-teachers-undermines-ideals-of-inclusive-education/article7506335.ece Annual proposals are given to the Union government for appointing additional teachers. n a room at Government Higher Secondary School for Girls, Cotton Hill, A.S. Shara, a resource teacher appointed to attend to students with special needs, guides a few children. A girl with dyslexia arrives for a one-hour session with Shara; others too make demands on her time. Two resource teachers at the school take care of 81 special children with conditions ranging from dyslexia to cerebral palsy. At Government Vocational Higher Secondary School for Girls, Manacaud, three teachers look after 74 children, while four teachers attend to over 180 children at St. Mary’s Higher Secondary School, Pattom. Shortage of resource teachers has come in the way of bringing students with special needs into the mainstream as envisaged under inclusive education for the disabled (IED). Norms Union government norms stipulate that if there are more than five students with special needs in a school, one resource teacher has to be appointed. In the State, however, the ratio is far from ideal. There are only around 690 resource teachers to take care of 25,924 children with special needs from classes 9 to 12 in the State. The required figure is 725. “Interviews for the appointment of the remaining teachers are on,” says IED Deputy Director R. Rajan. “Annual proposals are given to the Union government for appointing additional teachers. However, no additional appointments are being made. If the number of teachers is increased, say to 1,500, a lot of problems can be addressed,” he adds. In Thiruvananthapuram district, there are 99 resource teachers for 1,273 children with special needs in classes 9 and 10 in 161 schools, as per figures made available by the District Institute of Education and Training. HSS students left out Also, resource teachers in the State are asked to focus only on classes 9 and 10. So, those studying in classes 11 and 12 do not get enough attention. In 22 schools in Thiruvananthapuram district, resource teachers are present six days a week. But in the remaining 139 schools, teachers split their week between two schools. This, Mr. Rajan, says is owing to shortage of teachers and of students. For instance, he says, a school may have only three children with special needs in classes 9 and 10. Since there are less than five children, the teachers visit another school as well for three days. The result is that the time a teacher is able to devote to a child is highly inadequate. And without proper attention, these children are rarely equipped enough to manage on their own.
