MUMBAI: People with hearing impairment face more discrimination as
compared to those with other disabilities, stated findings of a survey
conducted by students of St Xavier's College, Fort.


According to the survey, 91% of the respondents with hearing
impairment had experienced discrimination either always or sometimes.
On the other hand, 85% of those with visual disabilities, 74% with
psychiatric disabilities and 57% with speech difficulties faced
discrimination at some point. An indicator of discrimination against
those with psychiatric disability was that 74% of the respondents felt
that workplaces are not welcoming and are ill equipped to handle
medical emergencies. The survey also showed that a large number of
people with various difficulties do not have documents for the same.
Sixty-one per cent of those with a psychiatric disability did not have
certificates. The case was not the same for visually impaired
respondents. Only 1 of the 100 did not have requisite documents. The
respondents across categories said that it wasn't easy to get a
certificate made.



"The process of getting the certificate of disability needs to be more
flexible. There must be more centres in the city or at the local
level," said professor in-charge, Avkash Jadhav.

The findings revealed that 44% of the respondents who had physical
disabilities said banks and ATMs are inconvenient to use. Twenty-seven
per cent faced trouble getting through malls, theatres and cafes. As
many as 56% of respondents who were hearing impaired have faced
problems in accessing and availing interpreter facilities and only 28%
thought that transport facility was easily available.

FANASWADI in Mumbai is a suffocating human hive which a Hollywood film
director might perhaps use someday to capture Third World urban
pathos. People, market, dogs, and more people. A chaos made worse by
an independent candidate’s election rally.

But it’s an unfolding anarchy that 25-year-old Vikas Shorewala cannot
see. He wades peacefully through this deluge of humans who, unlike
water, somehow never drain off. Despite his white cane, he seems to
walk with a purpose.
 To those willing to learn, Shorewala says, "I have time. I don’t watch TV."


For the past two months, ever since he advertised in a local daily
that he would teach Braille to people who can see, he has been getting
calls. "Some are just curious, others want to learn," he says. He
wants to teach Braille to a few good people who in turn can help the
blind. "I don’t charge. All I want is that these people go out and
volunteer to help the blind without expecting any money. But I know I
cannot control it. If some people want to make a profession out of it,
I cannot help it."

Shorewala doesn’t have a headcount of how many people he has taught.
"But people have been trickling in. Some are house-wives, others
students. I tell them if they’re just curious to know what it’s all
about they should read a book or find some other source. I want to
teach them Braille in depth so that they can master it, not just know
something about it. It takes time and I think a lot of people don’t
have time. I get very happy when I meet a few who are committed to
mastering Braille." It takes at least two sittings a week lasting for
about two hours each over a period of two or three months, depending
on the individual’s learning capacity.

Shorewala had earlier given ads asking for volunteers who would read
books out to him. "A lot of people responded. Then I thought if there
are so many people who want to help, why don’t I too be of some use?
That’s when I decided to teach Braille."

Once a student finds him, Shorewala starts patiently with explaining
who Louis Braille was and the rest of its history. Then he teaches
writing on the Braille slate and typing on the Braille typewriter. He
is a natural teacher, gifted with a systematic approach that helps him
categorise the whole into parts. He continues to advertise every week
and waits for calls from people with what he calls a "social
mentality". Sometimes the volunteers are not regular and dole out
excuses like "there was traffic on the road or that there was a
marriage or something", but Shorewala can see through all that. It is
difficult to fool him, and it’s an important virtue for a pedagogue.

His disability doesn’t stop Shorewala from being an impatient young
man characterised by the idealism that’s characteristic of pople like
he. When he receives a response to his ad over the phone, he briefs
the prospective volunteer on why learning Braille is not exactly a
great way to while away time but that he’s looking for committed
people who promise to be regular. Of late, he has also been amused by
the visually gifted. He is entertained by the luxury of inaccuracy
that sighted folks can afford. So, when you meet him he may give you a
scale which is a component of the Braille slate, and ask you to count
the cells. If you think there are 36 cells, his face will light up
because that’s the right answer. But his face will light up even if
you are wrong.

In the middle of all this, this sociology graduate is also looking for
a job. "Any job." But even if he finds one, he will continue to spare
time to teach people who want to learn. "I have time. I don’t watch

For our online audio library in Indian languages -
www.braillecards.org/audio.php, we are running a series of Read Fests in
various organisations during Daanotsav.

During a Read Fest, employees of organisations create audio content which
can then be accessed directly and downloaded by anyone without signup or
payment. You don't need a screenreader because the content is already in
audio. A simple mp3 player or a phone can be used to listen anytime
anywhere.

The content is available in 16 Indian languages and we are constantly
trying to add to the library.

[AI] A bad Incidence In Indian Railways

Hi Friends,

Yesterday a very bad incidence took place with me and my wife who is also 
blind, in disabled coach of Pune Mumbai intercity express. 

I and my wife boarded in the train from Pune, the coach was located near the 
engine. After our occupying the seats many nondisabled peoples boarded in the 
same compartment. Most of them were ladies. I messaged to the number provided 
in this mailing list, the matter of Message is "Please vacate the disabled 
coach of 12128 Pune Mumbai intercity exp as nondisabled people are traveling". 
On Lonavala station a Police Man vacated the coach but 1 lady was not ready to 
shift and the police told me I am helpless as I don't have a lady constable 
with me. When train started the lady started abusing me and told I will file a 
falls complain against you, that you tried to touch me and intended to through 
me out of train. I did not reacted to the same as I did not wanted to escalate 
the matter. After some time she captured some photograph of me which I could 
not noticed due to my blindness. She was saying hir relative is a police 
inspector and I will see you.

She was suppose to get down at Thane station but she did not got down and she 
got down at Dadar. While getting down She again abused me and my wife, she 
again came back with 1 man and he threatened me that come out I will show you 
what are the consequences of complaining. Then he said I will show you the law. 
And the train started. Then the remaining passengers told me that she was 
looking very angry on you and you should not have done this complain. You 
should have tolerance and questioned me, there are still many nondisabled 
peoples are present in this bogy why don't you get them down? I answered how I 
will come to know who is disabled and who is not? If I clean a part of dirt 
then it is not my responsibility to clean all dirt. They only told me that she 
has taken your photographs. 

The lady who was preaching me not to complain was herself nondisabled.

Please give me your input regarding this matter. Was I wrong to give the 
complain? Should I take threat seriously given by that lady and man?

if you wish, because fundamentally the way you would use Supernova as
a low vision user would differ from the way one would use a plain
vanilla screen reader. And you make me realize that I need to work on
my understanding about performance qualities of screen reader cum
magnification solutions for low vision users.

Boss,

No wrong in giving complaint. If police inspector at all calls you,
first ask him for a copy of the complaint. Secondly, save that message
for some duration so that you can show that this is what you had done
and what is now happening is the consequence of your good deed.

One of the point to be carefully looked at in the complaint is the
time of incident which that lady reports. If it is after your
complaint, then god saves her wisdom. And ideally that lady shouldn't
have travelled at all in the disabled coach!

Next time, take a video yourself keeping the phone in the direction of
such person hoping that somehow we are able to capture the face
itself!

And no point taking it seriously right now, because you will only
bother yourself. But this is a stupid kind of reality I am seeing.

Surabhi: Completely off-topic question, if you have had experience in
dealing with Jaws / NVDA / Window Eyes, then will you please comment
about the functionalities of Supernova? Back in 2009, it was not a
well performing screenreader. But I know that after that they have
added features like scripting which may have made it a good buy.

I am unsure if it is still available as a USB in India at a subsidized
price, but if it is, and if it offers decent functionality, then
definitely it can be a recommendation for users who may not be able to
afford the other commercial screen readers in the event they are not
able to install open source softwares on their systems due to internal
policies.

By the way, do we have users of Supernova on the list? I know many who
have migrated from Supernova but none who is still using it. Any
comments about its functioning?

Friend, do not worry keep the message what you have sent to Indian
railways, the second thing is why did that lady get into disabled
coach, in this case what you have to do is switch recording button in

Hi Amar,

I had tried Super Nova a couple of years ago and it worked quite nicely with
Microsoft Powerpoint. It read the slides in slide show mode and allowed me to
activate media on the slide which Jaws did not allow me to do at that point.
Super Nova is sold by Barrier Break in Mumbai and you can pay in rupees.

Hi friends,

As up now, I am using alt+control+down arrow/up arrow to check the
emails. When I am checking the emails, I only concentrate on the
subject and body of the message. If require I go up to read the sender
or time and date.

Here, I would like to know if I press specific key to read the subject
and body of the message. For example, In IBM lotus notes, If I press
down arrow/up arrow from my mailbox, jaws reads out the all required
information. like, time and date, sender name and subject and  body of
the message.

I need same type of keystroke in my gmail accounts like that to read the emails.

[AI] State Public Service Commissions not following the examination guidelines: is constitutionality an issue?

Other than Kanchan mam (whom I will separately speak too), who all
have worked on implementation of examination guidelines for PWDs in
relation to UPSC / SPC?

RPSC (Rajasthan) does not follow the exam guidelines and has its own
conditions. One of my friend who is well positioned financially is
willing to take this to Court as his other attempts have failed.

Given that public service commissions derive their powers from
Constitution (Article 320) which casts a necessary obligation on the
Government to consult them in respect of all matters pertaining to
civil services, can the Government by relying on the consultancy
offered by the public service commission deny to align the rules with
the central guidelines which will be legally treated as executive
instructions issued under the PWD Act? Going by the law, the first
level of approachable body therefore will be State PWD commissioner?
Which in this case is not aware of the developments and rules and
regulations, therefore even if we as lawyers do our job well, getting
any good decision out of that office is a likely impossibility.

What other issues you have faced? Any other challenges to flag off? I
would be rather interested in taking this directly to high court. What
has been the status of Mumbai and Delhi cases against UPSC? Was it
being disposed off given that due to the interim orders UPSC changed
its rules before the exam?

 Finally, if anyone happens to have the readable copies of rules and
regulations including the validation act of Rajasthan in relation to
public service commission, then please do e-mail.

Amar, Just go to Jodhpur to the High Court. 
Only problem is ensure that  the Petitioner, the backer and the lawyer are
going to follow the case sincerely. 
In my experience most litigants don't bother about their case and leave it
to the lawyer. 

This is dangerous if the lawyer is not familiar with disability law. 
The rest we can discuss offline.

Other than Kanchan mam (whom I will separately speak too), who all
have worked on implementation of examination guidelines for PWDs in
relation to UPSC / SPC?

RPSC (Rajasthan) does not follow the exam guidelines and has its own
conditions. One of my friend who is well positioned financially is
willing to take this to Court as his other attempts have failed.

Given that public service commissions derive their powers from
Constitution (Article 320) which casts a necessary obligation on the
Government to consult them in respect of all matters pertaining to
civil services, can the Government by relying on the consultancy
offered by the public service commission deny to align the rules with
the central guidelines which will be legally treated as executive
instructions issued under the PWD Act? Going by the law, the first
level of approachable body therefore will be State PWD commissioner?
Which in this case is not aware of the developments and rules and
regulations, therefore even if we as lawyers do our job well, getting
any good decision out of that office is a likely impossibility.

What other issues you have faced? Any other challenges to flag off? I
would be rather interested in taking this directly to high court. What
has been the status of Mumbai and Delhi cases against UPSC? Was it
being disposed off given that due to the interim orders UPSC changed
its rules before the exam?

 Finally, if anyone happens to have the readable copies of rules and
regulations including the validation act of Rajasthan in relation to
public service commission, then please do e-mail.

i've a suggestion in this regard to avoid direct confrontation with
the non-disabled passengers boarding in the coatch reserved for PWDs.
we should request the railways that in such cases when the railway
police acting on such complaints must not reveal that there was a
complaint from the coatch. they should pretend as if they were acting
suo moto.

If you use Windows, Download and install the Google Drive application from
https://www.google.co.uk/drive/download/.

This will create a folder in Windows explorer called "Google Drive". You
can copy your files into this folder and they will be automatically saved
to Google Drive.
