Regarding Railway Photo ID Card and Concession in train fare to 75% both eyed 
Blind person,who is unable to travel independently.
Sir/Madam,
     I am 75% both eyed Blind person,unable to travel without escort.I 
approached to the Commercial Branch,Divisional Railway Manager(DRM),Nanded for 
obtaining Photo ID Card,but the officers told that the railway is issuing Photo 
ID Card only to 100% Blind,not to 75% both eyed Blind Persons.
   However,the State Road Transport Corporations(SRTCs) like 
MSRTC,MPSRTC,APSRTC,DSRTC,HSRTC,KSRTC etc. gives concession in fare to 75% both 
eyed Blind,but the Railway is not providing Photo ID card & concession in train 
fare to 75% both eyed Blind persons as that of SRTCs.
    However,Railway provides Photo ID Card & concession in train fare to 
Orthopaedically Handicapped(OH),Cerebral Palsy(CP),Mental Illness(MI) & other 
40% or more disabled Persons along with their escort,but the same facility was 
being denied to 75% both eyed Blind,who is unable to travel without escort.
     The defination of the Blindness under Section 2(b) of PwD, Act 1995 is as 
follows:

b."blindness" refers to a condition where a person suffers from any of the 
following conditions, namely:

i.total absence of sight; or

ii.visual acuity not exceeding 6/60 or 20/200(snellen) in the better eye with 
correcting lenses; or

iii.Limitation of the field of vision subtending an angle of 20 degree or worse;
     Railway is not providing Photo ID Card to Blind Person despite the 
defination of Blindness stated in the Section 2(b) of PwD Act 1995.
   This is an injustice with 75% both eyed Blind Persons,who is unable to 
travel without escort as Compared to less than 100% OH,CP & MI Persons.
    Please take immediate & positive action in this matter and provide the same 
Photo ID Card to both eyed Blind persons having more than 75% disability,who is

 Department of Post(DoP) was declared the result and Selection List of 
Maharashtra Postal Circle Recruitment of  Postman/Mail Guard and MTS Exam-2015 
by making Categorywise Merit List of Scheduled Castes(SC),Scheduled 
Tribes(ST),Other Backward Classes(OBC) and Open Category(OC) Candidates.But the 
DoP is not declaring the result and Selection List by making Special Merit List 
of Physically Handicapped(PwD) candidates as per the PwD, Act 1995 & DoPT 
orders.DoP is also not filling the Backlog Vacancies of PH(PwD i.e. VH,OH,HH) 
persons Since 1995.This is injustice with PH(PwD) persons.However,the 
UPSC,SSC,Railway,Banks and other Central Govt. Recruiting agencies declare the 
result and Selection List by making Special Merit List of PH(PwD) candidates.
We hope DoP will take positive action in this case and will declare the 
revised result and Selection List by making Special Merit List of PH(PwD) 
candidates.

Hello Mr. Ram,
While ago, I have prepared the short tutorial on booking the Eticket
through IRCTC for one of my student. This guide will walk you through
the detailed steps right from the stage of searching the required
train on your desired route and will acquaint you to book your Eticket
finally on computer with the help of jaws. I am pasting below this
tutorial for your reference. Please do let me know in case of any
doubts further. If you are more comfortable with listening, I have
also prepared the audio lesson on this topic.

To book the railway concessional Eticket follow the below mentioned steps
(a) login steps:
1. first logon to:
www.irctc.co.in
2. once the page loads fully, press letter E to go to username field
and press enter to activate it.
3. here type your username.
 4. press tab to go to password field and press enter to activate this
field. Here type your password.
5. now press tab to go to the checkbox that says Please select OTP
only in case of Visually impaired User checkbox not checked and press
space bar to check this checkbox.
6. now press tab to go to login button and press enter.
7. now on the next screen that loads, press letter E to go to the
field that says OTP EDIT here press enter to activate this field.
8. here OTP will be sent to the registered mobile number which you
have provided to IRCTC. enter the OTP sent to you on your said
registered mobile number.
9. press tab to go to varify button and press enter.
10. once you enter the correct OTP, you will be loged in to IRCTC successfully.

(B) booking Eticket steps:
1. now you should here something like E ticketing, welcome.
2. on this page, you have the options like station from, to, date etc.
3. to start enterting this data, press letter E and now you should
hear like  From Station*: edit. Here press enter to activate this
field.
2. now here type the source  station code if you already know the same
else type few characters of the station like mumbai and press enter.
3. once you enter this information, you will be automatically
presented the matching stations based on you have just typed the
characters. You can read this information by moving your arrow keys.
4.  So if you are satisfied with the results, then press letter E to
go to the next field i.e. To Station* : edit and here again type the
destination station code if you already know the same else type the
few characters of the station. Now for instance, New delhi and press
enter to see the matching  results.
5. once you are satisfied with the result, press letter E again to go
to the fieled that says Journey Date* :
dd-mm-
this means type the date of journey in the format dd-mm-. So here
here press enter to activate it.
 for instance, for 1st feb, 2016 enter the date as 01-02-2016 format.
6. now press letter x to go to checkbox that says Flexible with Date
and again press letter x to go to the checkbox that says I'll book in
Handicap concession. This checkbox is unchecked by default so press
space bar to check it.
 7. now after checking this checkbox, you should here the message like
handicapped and escort needs to carry the railway concession id at the
time of journey for the varification so press enter on ok button to
close this dialog box.
8. now press tab to go to submit button and press enter to activate
it. You can also press letter b to locate this button.
9. now based on the information we have just submited i.e. from
mumbhai to new delhi for 1st, feb 2016 as above, we have the several
trains available for this date and route which is presented in the
table format on this screen.
10. you can navigate between this table by pressing the letter t on
this page. Once you are in this table, you have several information
like Train Name, From, Departure, To, Arrival,  Dist.(Km),  Travel
Time etc.
11. so in this table, there is first train available is 9023 FZR JANATA EXP.
12. so keep pressing the down arrow to read more on this table. Just
below this train number and name, there are classes available for this
trains in the link format. For instance, sl for sleeper class, 2s for
2nd sitting.
13. so press enter on sl if you wish to book the ticket in sleeper
class for this train.
14. after clicking on the desired class, you will be presented the
status for the availability of  particular date for the selected
train.
15. now go to the top of the page by pressing control plus home to
read all the information.
16. now press letter t twice  to go to the availability  table and now
press arrow keys.
17. now you will hear the status of at list 6 days starting from your
journey date. For instance, 01 feb 2016 2 feb 2016 3 feb 2016 etc.
18. now below each date, there will be link entitled book now. So
based on your date of  choice, press enter on book now link.
19. now new page will be opened to fill up the passenger’s details,
seat preference, gender, concession id card no., date of birth, etc.
20. now press letter E to go to the first field and press enter. You

This merger was apparent because the time when FS acquired Optelec,
there was enough news in the market that there is an investor base
which is looking to merge all these entities.

Frankly speaking, from a business perspective this makes good sense if
we look at cost of operations, and their major revenue from Government
of U.S. continues to exist.

But from a user perspective, I do not see any big advantage other than
getting some goodies like better voices, combo plans, etc. At least
nothing more in the near term. But surely it will be an interesting
space!
