India's first accessible restaurant finder & menu reading app - My Take

Anyone can access GoodFoodTalks as easily as an ordinary menu.
People with vision impairments, senior citizens, or those with fading
vision, dyslexia and autism are friendly by nature. They love food and
like to eat out. Most important, they value their independence.
However, when they go to restaurants, their experience is not always
pleasant. One of the problems they face is of reading the menu card and
selecting what to order.
At first, I changed the menus of popular restaurants into Audio and
Braille books. But this was very difficult to maintain over a period of
time.
After research, I decided that the solution created by Matt Wadsworth in
the United Kingdom is what I was looking for. Matt agreed to partner with
me and now Good Food Talks is in India.
Most smartphones, tablets and computers now come with many accessibility
features, including a built-in screen reader that speaks everything out
loud.
GFT is using this to present menus in an easy-to-read and control format
on smart phones and tablets.
Just tap the `Find restaurants near me` button or use the search feature
if you are looking for a restaurant. You will get a list with address,
phone number and distance from your location.
Tap on the name of a restaurant to see menu types, foods and timings.
People who have limited vision, can enlarge the print and highlight
buttons.
Since its launch in Delhi early this year, the app has grown to include
menus of more than 500 restaurants from cities like Mumbai, Bengaluru,
Hyderabad, Jaipur and more.
It will be launched in more cities and probably other countries. I am also
looking to partner with organizations like Zomato to expand the list of
menus.

About the Writer
Prashant Verma is an accessibility expert associated with several
organizations. GoodFoodTalks is a web app that works on all platforms and
devices. Open www.goodfoodtalks.in in any laptop, desktop, tablet or
smartphone, on Android, iOS or Windows, to use it. For information, call
1800 300 20469 or email to g...@saksham.org.

Dear All
Still many of blind customers are denied ATM card, cheque book, net
banking, etc. by their respective bank branches inspite of having RBI
circulars asking the banks not to deny these facilities. How can we
think of cashless economy without fixing these issues.

 Hi,

As mentioned in the subject sharing one smart workaround. Such

we all must have innovated while working with access technologies.
 Today
we have multiple devices with A T, combination of them will be helpful.
 It

 others.

One such case is suppose your PC has a bit locker login where we need to
enter password for booting of Windows OS. In such case screen reader
 will
not get loaded till windows starts. Many a times we are unsure what’s
 on
the screen. Our dependency on human assistance to move further. In
 this
case used Eye-D mobile app’s ‘Read text in image’ option. Wah! It read
screen with text ‘Bit locker enter the pin for windows drive’. No more
 disturbing colleagues for the help.

This work around you can use when system hangs and screen reader is not
responding or in case of reading notifications, messages, alerts,
 screens,
etc. where screen reader not reaching.

 Do share more.

This is good initiative by NAB Delhi, but there are several drawbacks
like a small child of 7 or 8 class should learn english & another
regional language such as hindi or sanskrit language typing, as
everybody knows hindi & sanskrit typing is very difficult, a child
should be well aware of computers problem while typing the exams
related technical issues,

Re: [AI] Big step taken by NAB Delhi to make visually impaired students independent in reading and writing

2016-12-05 Thread Dhananjay Bhole
Dear all,
This has inspired me to make independent our university students with
visual impairment in writing exams. We already have provision that
students can write their exams using computer and assistive
technologies.
But unfortunately students with visual impairment do not choose
computer option for writing exams. We impart basic computer training
to our undergraduate and graduate students to make them independent in
all kinds of academic assignments.
Unfortunately very few students take interest in learning computer.
Because they are getting easy jobs in banks and government sector.
Malpractises are going in such recruitment exams. aspirents always
demand qualified writers to write their exams so that they can qualify
such recruitment exams without efforts. Several NGOs are also openly
supporting such malpractises. Also most of the selected candidates for
government jobs are not given any assignment after deployment. That's
the reason the interest of the students is lowered in academics and
learning job oriented skill.
Now a days corporate Employers are willing to employ persons with
disabilities. But they are not getting qualified job aspirents with
disabilities. In rural Maharashtra students with disabilities do not
ready to appear job interviews of corporate organizations. In short it
seems that aspirents with visual impairment don't want to take
efforts.

We compulsorily conduct theory exams of our basic computer course on
computer without any scribe which get them difficult to qualify.
In last 2 years I have seen that students are not interested in
completing computer assignments in our basic computing course.
Therefore, Students choose other institutes for basic computer course
certification which is easy for them to get a piece of paper so
called certificate.

Also enrolment of students with visual impairment is low in the
schools and departments of Savitribai Phule Pune university despite of
having good disability support service and parcial financial
assistance. Because we never entertain excuses of students with visual
impairment and their demand for exemption in academic assignments. We
provide support to make them independent in entire academics. Instead,
they choose colleges where their excuses are entertained and they are
even allowed to skip classes and academic assignments.
However every year I get few very good students who have strong desire
to learn and take challenges. But their number is very less.

This initiative of NAB delhi will make students independent right from
primary schooling and create interest in childhood about technologies.

Regards

it is good to know that the primary education still
happens in the Braille medium. All blind students learn to read and write
Braille and get their books in Braille. now these days most students don't
know english braille grade 2. I found that it is due to their teachers who
also don't know english braille grade 2.

students independent in reading and writing

Dear all,
Please note that this policy at NAB Delhi has not been declared suddenly.
First of all, for those who do not know, NAB Delhi pursues integrated
education where our children study in the best mainstream schools in our
area with non-disabled children. NAB Delhi provides all required support to
the blind students on a day to day basis. Our special educators help the
students with homework and difficult subjects in the afternoon just as
parents do. We provide reading material in accessible formats and visit the
school regularly to sensitize and support the school teachers in working
with blind students in their class.

The result of this model has been just fantastic. We are proud that most of
our ex-students are doing very well. There is a notable improvement in the
personality, general awareness and confidence of our students due to
schooling in the mainstream.

During the last 5 years we have started a program of supporting the
education with technology tools. Children are given exposure to the
computers and digital devices like Android tablets from class 3 and by class
6 they are expected to be independent in using the computers for reading and
writing. 90% of our students between class 6 and 12 have been given personal
laptops. There is a dedicated computer lab for training the students and
classes are also arranged in the evenings. There is limited internet Wi-Fi
for senior students in the campus. Note that the primary education still
happens in the Braille medium. All blind students learn to read and write
Braille and get their books in Braille. We also have large print facilities
for those who are recommended to use large print and magnifiers for reading
and writing.

Some of our students have been writing school exams on computers with great
success for years. However, many others have taken the easy way out and
opted for the volunteer provided by the school to write the exam. This
scribe is sometimes a student of a higher class or even a teacher or staff
of the school. I am sure all of you will admit that when our exams are
written by others, the results do not always reflect our knowledge and
ability. Sometimes we suffer due to mistakes made by the scribe and at other
times gain due to interventions made by the scribe knowingly or unknowingly.
On the other hand, we have noticed a remarkable improvement in the academic
performance and development of those students who are writing exams
independently as compared to those who do not yet do so.

I understand that it will not be possible for other institutions to
implement such a policy soon. They should do the ground work before blind
students are asked to write exams on the computers.

At my stint in Delhi university, I was involved in adoption and
implementation of the current exam writing policy. I fully support the
current CCPD and MSJE policy where print disabled students are entitled to
extra time and choice of a medium to write their exam - using a scribe,
computers or Braille. The students must have the choice and should get
extra time even when they use the computers.

However, at NAB where we are in the position of guardians, we must do all we
can to develop the skills and knowledge levels of our students. We
understand that in the current information age and digital era, there is a
threat of digital divide for persons with blindness. Those who will adopt
the digital medium will have the opportunity to grow and progress and those
who do not adopt it may get left behind. This is why we are trying to
encourage our children to use the digital medium through this policy.

I believe when the scribe option was created, there was no way the blind
could write in a medium that could be read directly by the mainstream. But
now we have solutions. The computer is just a replacement of pen and paper
as far as exam writing is concerned. The sighted children at school need
not use a computer since they can use the pen and paper.

We are firmly behind our students and will support them at each step of this
transition. Children will be given required training and we will work with
the schools to facilitate provision of question papers in electronic
format. As far as technology and its reliability is concerned, there are no
major doubts. Class 10, 12 and university exams have been written using the
computers for many years

if accessibility is available, there is a CAPTCHA where you have to stuck.
e.g. you can book your tickets on IRCTC with OTP, but mostly you can get
stucked on CAPTCHA at payment gateways. some payment gateways like IDBI
payment gateway are having both CAPTCHA and OTP. one has to fill both the
option at the time of making payment.

*

*BANGALORE, INDIA:* Booking cabs, buying food and making payments online
seem like they’re just a swipe and a tap away, but for millions of Indians
with disabilities, these apps are not designed for them to use.

According to a study conducted by Centre for Internet and Society (CIS)
last month, many of the most-commonly used mobile apps for food delivery,
online payments, grocery shopping and transportation were not accessible to
people with vision disabilities. The study covered 22 apps.

The 2011 census puts the number of people with disabilities in the country
at 26 million, while advocacy groups say the real figure is closer to 150
million. Last year, India recorded nearly nine billion downloads of
mobile-based applications last year.

“The national policy for universal electronic accessibility says that all
IT products and services should be accessible. However, the government is
still unable to implement it. Several government apps are inaccessible,”
said Nirmita Narasimhan, policy director at CIS. CIS’s survey of some key
government mobile based applications like My Gov, EPathshala and Prime
Minister Narendra Modi’s official app found them to be severely lacking.
The illiterate, aged and those not proficient in English would also
struggle with the apps, the study found. The guidelines for government
websites laid out accessibility standards in 2009. The 2013 national policy
on universal electronic accessibility clearly upholds equal rights
“ensuring that accessibility standards and guidelines and universal design
concepts are adopted and adhered to.”

However, most commonly-used apps fail to follow this. All 22 of the apps
studied were privately owned but not all were fully compliant with
universal standards. Of taxi-hailing apps Meru, Ola and Uber, only Uber was
completely accessible to the disabled. The others had mis-labelled or
unlabeled buttons and graphics.

When it came to food delivery, Zomato was the best at replicating the user
experience for people with disabilities. Swiggy and Foodpanda were
difficult for new users, and Freshmenu was completely inaccessible.

Of the marketplace apps, Amazon and Snapdeal were the only accessible ones.
Myntra and Flipkart had incorrectly labelled buttons and misleading graphic
tags, which made them impossible for people with disabilities to use. For
instance, customers would be able to select the product they wanted to buy
but had no way of choosing the quantity, the study said. Online grocery
delivery apps Grofers and Zop Now were hard for people with disabilities to
use, while Big Basket was relatively better though pages change during
orders. Online payment portals Paytm, Oxigen and FreeCharge were relatively
accessible, the study found.

“Designers, developers and industries need to realize that there are more
people out there who use this technology .The market is much bigger and
they should work towards being inclusive,” said Narasimhan of CIS.

Albinder Dhinda, cofounder of grocery delivery service Grofers, said their
app meets all accessibility requirements. “However, the disability tools
provided by Google Play Store or the App Store often don’t benefit the user
and are hard for them to use. We are trying to make it better. Things like
online payments won’t be accessible to people with disabilities as those
apps are supported by third party sites, and don’t fall within our
settings. We’re trying to make it better. We’re three years behind the US,
in the playground they made. It’ll be a while before we reach their level,”
he said.

yes friends a great step by NAB.
the implementation is the main concern like what happened during this
demonetization time in banks.
as bhavya sir and others told, maths and science related papers should
be made accessible.
teaching touch screen computers and mobile devises should be a part of
curreculam from class1 of blind students which NAB should take it up
to government.
then, they can slowly bring exam writing in to practice.
NAB should sensitise government in contributing to the development of
free screen readers like NVDA and focus on developing good
synthesisers for major indian languages.
government and NAB need not born entire cost from public taxes.
they can use well-settled blind employee's sponsers and interested
contributers in making all books and question papers accessible to
screen-readers.

Hi Prashant Sir,
Firstly, I thoroughly welcome this necessary policy change, being a
Grade 9 student myself who gives a majority of his school examinations
digitally too.
However, following are a few concerns I have which you may wish to
take into account to ensure that these don't surface as problems:
* I am compelled to give my Unit Tests and SummaSummative Assessments
(quarterly and half-yearly) for the Hindi subject (and formerly
Sanskrit too) with a scribe, because my school is unable to provide
the question paper in Unicode. Also, although I do give the small
Formative Assessments for Hindi on my computer, I must confess that it
is a slightly more arduous task to proofread Hindi typing than English
text partially due to slight lack of speech synthesis quality. It
should also be noted that I maintain all my Hindi notes myself on a
Word file, and used to do the same for Sanskrit.
* I use Math Type and NVDA to type Math, and despite what I would like
to believe to be a fairly good typing speed, significantly also due to
my lack of regular self-practice, my Math typing speed is not always
equal to a sighted counterpart writing on paper. The Math subject and
its examination digitization would needed to be considered carefully.
Thanks.

Sorry friends... but I'm as a student who knows technology very well

It won't 100% work!

Policy to make visually impaired students independent in writing
examinations

All teachers, students, parents and staff associated with NAB Delhi
are

requested to take a note of this important policy change.

Recognizing the positive impact of introducing ICT in school education
of
the visually impaired children, NAB Delhi proposes to make all its
Class

6
to 12 students independent in reading and writing. NAB Delhi wants to
do
away with the practice of using Scribes and enable its students to
write

their examinations independently using computers.

1. This policy covers all visually impaired students pursuing
school
education through the Integrated Education Department of NAB Delhi
possessing a laptop either provided by NAB Delhi or their own

2. Such students will have to compulsorily take the school
examinations
(unit tests, half yearly/yearly exams) of Class 6 to 12 using the
computers
after April 2017.

3. The only exemption to this will be the board examination of
Class
10
and 12 till 2018.

4. NAB Delhi will not arrange for scribes or make any payment for
scribes after April 2017 to assist blind students in school
examinations.

5. A list of those students who have to write exams using the
computers
after April 2017 will be prepared and published before end of December
2016.
Arrangements for computer training of these students will be made.
These
students will be evaluated for their typing speed, accuracy and
computer

operation skills before end of March 2017.

6. I.Ed.

payments is tough call

*

*BANGALORE, INDIA:* Booking cabs, buying food and making payments online
seem like they’re just a swipe and a tap away, but for millions of Indians
with disabilities, these apps are not designed for them to use.

According to a study conducted by Centre for Internet and Society (CIS)
last month, many of the most-commonly used mobile apps for food delivery,
online payments, grocery shopping and transportation were not accessible
to

people with vision disabilities.

The 2013 national
policy

on universal electronic accessibility clearly upholds equal rights
“ensuring that accessibility standards and guidelines and universal design
concepts are adopted and adhered to.”

However, most commonly-used apps fail to follow this. All 22 of the apps
studied were privately owned but not all were fully compliant with
universal standards. Of taxi-hailing apps Meru, Ola and Uber, only Uber
was

completely accessible to the disabled. The others had mis-labelled or
unlabeled buttons and graphics.

When it came to food delivery, Zomato was the best at replicating the user
experience for people with disabilities. Swiggy and Foodpanda were
difficult for new users, and Freshmenu was completely inaccessible.

Of the marketplace apps, Amazon and Snapdeal were the only accessible
ones.
Myntra and Flipkart had incorrectly labelled buttons and misleading
graphic

tags, which made them impossible for people with disabilities to use. For
instance, customers would be able to select the product they wanted to buy
but had no way of choosing the quantity, the study said. Online grocery
delivery apps Grofers and Zop Now were hard for people with disabilities
to

use, while Big Basket was relatively better though pages change during
orders. Online payment portals Paytm, Oxigen and FreeCharge were
relatively

accessible, the study found.

“However, the disability tools
provided by Google Play Store or the App Store often don’t benefit the
user

and are hard for them to use. We are trying to make it better. Things like
online payments won’t be accessible to people with disabilities as those
apps are supported by third party sites, and don’t fall within our
settings. We’re trying to make it better. We’re three years behind the US,
in the playground they made. It’ll be a while before we reach their
 level,”

he said.

  Hi,

In my case, I was able to red text from the immage. Make sure:
  1. You have the latest version of the app.
  2. The immage has the text in English only as the app doesn’t have support
for Indian languages.

Re: [AI] Big step taken by NAB Delhi to make visually impaired students independent in reading and writing

2016-12-05 Thread sadaf khan
it is a wellcoming step!!!
but requires proper guidance, proper assessment of the students
knowledge of computers including the typing speed, and the functioning
of the machine before exam.
it will improve the spellings, grammer, punctuation knowledge, ETC. we
all learn through mistakes and all sited people have also learned
spellings by getting a negative marking for speling mistake. it will
be nice to concentrate on the positive aspect.
I hope this gets implemented across the country, with proper supervision.

Indeed a welcoming step. I've taken my exams using computers till 12th
standard barring board exams and I've no doubt the independence that
it offers is truly liberating. In college I was forced to make use of
scribe due to certain excruciating circumstances otherwise I would
have continued using computers as a mode of taking exams. I completed
my schooling in 2010 and now it is 2016 and there have been definite
improvement in technology.

This is not at all a revolutionary decision!!

Sorry friends... but I'm as a student who knows technology very well
is not at all agree with this decision!!
It won't 100% work!
I myself come across many Technical failures, Machinery faults,
several times during online exams!
It will increase the burden of VH student during Examination time like:
A student has to listen the question from Synthetic voice to read out
the questions, at the same time She/he has to focus on her/his typing
speed, has to be careful about the Symbols to put in, while typing,
time duration, Spelling mistakes, Paragraph change, etc.
tell me one thing, then what will happen with the vital right of the
scribe guidelines of the country for which many big lawyers fought
cases in Supreme court to converts the Extra time into Compensatory
time?
In this way, the Scribe rule of the country will be affected and being
a very young age students will have to come across various natural
difficulties other than these I mentioned above!
I don't understand, how the passed out students from school is
supporting such rough innovative experiment on their Innocent
juniors!!
Friends, just remember your own school days class test, unit test and
examinations difficulties! Just assume yourself in their place and
then give a flick of immagination! How difficult it will be!!

Policy to make visually impaired students independent in writing
 examinations

All teachers, students, parents and staff associated with NAB Delhi are
requested to take a note of this important policy change.

Recognizing the positive impact of introducing ICT in school education
 of
the visually impaired children, NAB Delhi proposes to make all its Class
 6
to 12 students independent in reading and writing. NAB Delhi wants to do
away with the practice of using Scribes and enable its students to write
 their examinations independently using computers.

These
students will be evaluated for their typing speed, accuracy and computer
operation skills before end of March 2017.

 6. I.Ed. teachers will ensure that their students develop the
confidence and typing speed to take exams on the computers. Teachers
 will
liaison with the Computer Department for training of students in their
 charge.

 7. The I.Ed. Department will sensitize the school and facilitate
conduct of examinations in the school using the computer.

 8. Arrangements for computer training of all I.Ed. Teachers will be
made in a phased manner. NAB will strive to provide adequate access to
computers to the I.Ed. Teachers during work hours so that they can use
 the
 computers for teaching

 this

This work around you can use when system hangs and screen reader is not

[AI] The Book to look for this month: "the Untold Story of the Talking Book" Matthew Rubery Harvard University Press

2016-12-05 Thread avinash shahi
The Royal National Institute of Blind People began recording books on
to heavy fragile shellac records in 1935. Photograph: Andrew
Drysdale/Rex Feature
https://www.theguardian.com/books/2016/nov/21/unique-copy-of-first-full-length-audio-book-found-in-canada
A unique copy of the first full-length audio book ever made, a set of
four LPs recorded in 1935 with the full text of Joseph Conrad’s 1902
novella Typhoon, has been rediscovered in Canada.

The hunt continues for surviving copies of more of the earliest
titles, including The Gospel According to St John, and Agatha
Christie’s The Murder of Roger Ackroyd.

Selecting the books caused controversy at the time, with many blind
readers complaining of censorship, and that books judged good for them
were being selected instead of the kind of books sighted people were
reading. Many titles were rejected for passages of sex, violence or
profanity, or judged obscene – including classics like Muriel Spark’s
The Prime of Miss Jean Brodie.

The Royal National Institute of Blind People, which now has a library
of 25,000 titles available as digital downloads rather than the heavy
fragile shellac records of the 1930s, began creating audio books in
1935. They were originally intended for blind veterans of the first
world war, and it is believed Typhoon must have been taken to Canada
by a former armed forces member.

The recording resurfaced through research by Matthew Rubery, a
professor of modern literature at Queen Mary University of London, for
his new book on the history of talking books – which he regards as an
influential modern art form. A Canadian vintage record collector
contacted him to say he had acquired the Typhoon set, but had no idea
of its significance until he read of Rubery’s work.

Rubery said he had all but given up hope of tracking down the
recording. “This is a tremendous find for anyone interested in
literature, sound recording or the cultural heritage of blind and
partially sighted people.”

Mark McCree, the senior manager of the RNIB’s library and heritage
services, said: “Last year was our 80th anniversary, and to find one
of the original collection recordings after all these years is reason
to celebrate.”

The Untold Story of the Talking Book is published this month by
Harvard University Press.

Hi,

In my case, I was able to red text from the immage. Make sure:
1. You have the latest version of the app.
2. The immage has the text in English only as the app doesn’t have support for
Indian languages.

[AI] Big step taken by NAB Delhi to make visually impaired students independent in reading and writing

2016-12-05 Thread Prashant Ranjan Verma
Dear all,

I think NAB Delhi is the first institution in the country to take this
pro-active step. When a solution is available, there is no reason the
visually impaired should depend upon volunteers for writing and reading.
Please see the document below, it is self-explanatory. We seek your support
in its implementation.

NATIONAL ASSOCIATION FOR THE BLIND
Sector - 5, R.K. Puram, New Delhi - 110022

CIRCULAR

3 December 2016

Policy to make visually impaired students independent in writing
examinations

All teachers, students, parents and staff associated with NAB Delhi are
requested to take a note of this important policy change.

Recognizing the positive impact of introducing ICT in school education of
the visually impaired children, NAB Delhi proposes to make all its Class 6
to 12 students independent in reading and writing. NAB Delhi wants to do
away with the practice of using Scribes and enable its students to write
their examinations independently using computers.

1. This policy covers all visually impaired students pursuing school
education through the Integrated Education Department of NAB Delhi
possessing a laptop either provided by NAB Delhi or their own

2. Such students will have to compulsorily take the school examinations
(unit tests, half yearly/yearly exams) of Class 6 to 12 using the computers
after April 2017.

3. The only exemption to this will be the board examination of Class 10
and 12 till 2018.

4. NAB Delhi will not arrange for scribes or make any payment for
scribes after April 2017 to assist blind students in school examinations.

5. A list of those students who have to write exams using the computers
after April 2017 will be prepared and published before end of December 2016.
Arrangements for computer training of these students will be made. These
students will be evaluated for their typing speed, accuracy and computer
operation skills before end of March 2017.

6. I.Ed. teachers will ensure that their students develop the
confidence and typing speed to take exams on the computers. Teachers will
liaison with the Computer Department for training of students in their
charge.

7. The I.Ed. Department will sensitize the school and facilitate
conduct of examinations in the school using the computer.

8. Arrangements for computer training of all I.Ed. Teachers will be
made in a phased manner. NAB will strive to provide adequate access to
computers to the I.Ed. Teachers during work hours so that they can use the
computers for teaching and evaluation. Till such time the I.Ed. teachers
develop sufficient ICT skills, the Computer Unit will be responsible for
providing all technical assistance

9. Students who yet do not have a laptop will be provided soon and will
be brought under this policy at the earliest.

10. Any exemption for any child on grounds of additional disability or
otherwise. Must be sought from NAB Delhi President by the concerned
teacher/parent.

11. The Director Programs and I.Ed. Coordinator are responsible for
implementation of this policy.

Hi,

In my case, I was able to red text from the immage. Make sure:
1. You have the latest version of the app.
2. The immage has the text in English only as the app doesn’t have support for
Indian languages.

asked by the company 'not to send any CV of blind people'? and they
went on to recruit someone with blindness. I wonder how you forget so
easily the show is not yet four days old.

[AI] For Millions of Indians with Disabilities making online payments is tough call

2016-12-05 Thread Sruti disAbility Rights Centre
*http://globalaccessibilitynews.com/2016/11/23/for-millions-of-indians-with-disabilities-making-payments-online-is-tough-call/

It’ll be a while before we reach their level,”
he said.

[AI] Aadarsh jain reports in the Times of India: Tamil Nadu universities have failed disabled people

2016-12-05 Thread avinash shahi
December 5 2016
http://timesofindia.indiatimes.com/city/coimbatore/Tamil-Nadu-universities-ignore-disabled-while-hiring/articleshow/55798045.cms
COIMBATORE: Most state-run universities in Tamil Nadu ignore the 3%
reservation for candidates with physical disability, thanks to the
absence of penalty measures against violators in the Persons with
Disability (PwD) Act, 1995.
.

.
Shockingly, both the universities and the state government have
flouted the directions from the Madras high court and the Supreme
Court in this regard.
.

.
Presently, a petition has been filed in Madras high court against
Bharathiar University for not inviting applications from people with
disability to the 81 posts it filled up recently.
.

.
"The university didn't advertise about the reservation. According to
the PwD Act, 3% of vacancies should be reserved for the
physically-disabled candidates. This means three posts should have
been allotted to persons with disability," said a teacher who is privy
to the petition in the high court.
.

.
In 2007, former syndicate member of Thiruvallur University, I
Elangovan, had moved the HC against the Bharathiar University for the
same offence. "The HC bench at that time had took note of the failure
of both the university and the state government to implement the rule
which forced me to move the court often," Elangovan said.
.

.
"Despite issuing orders in many cases, the universities or state
government officials have not paid heed to the rule (PwD Act, 1995),"
the former professor and head of English department at Thiruvallur
University recalled the observation the court made then.
.

.
Madras University too seem to have failed to follow the PwD Act, 1995.
Its response to a petition filed under the Right to Information Act,
2005, claimed that three candidates had been recruited under the
physically disabled category so far.
.

.
"But, the university failed to provide the details of the total
recruitments between 1996 and 2006, so that there is a clear picture
of how many differently-abled candidates should have been recruited,"
said the petitioner, who did not want to be named.
.

.
"There is a Supreme Court order in this matter wherein the former
chief justice of India, P Sathasivam, directed the Madras University
to fill all the backlog vacancies in the future recruitments," the
petitioner said. A copy of this judgement is with TOI.
.

Most universities, Elangovan said, do not even identify vacancies for
the people with disability.

.

.
"You cannot appoint a person with locomotor disability to chemistry or
physics departments because s/he cannot stand in the lab for hours
together. It is important to create a vacancy keeping in mind the
disability of the candidate," he said.
.

.
Teachers' associations said people with disabilities have lost faith
in the recruitment process and many didn't move the court as it
usually takes long periods to settle the matter.

.

.
"The court may rule in their favour. But, nobody is bothered about the
court ruling. Unless courts order punishment for the erring officials,
the Act will never be followed to its full effect," said M
Ravichandran, president of Association of University Teachers.
