Hi, are you sure of such an exception for tolls? sorry to intervene as
I remember a circular which appeared long back in the list was found
to be a fake one as the clause that denoted exception from toll tax
for VI was added fakely to the clause that permitted exception for
army vehicles and circulated...I exactly don't remember the date and
the group/mailing list to which it was circulated...
It'd be safe if any expert to give a legal advise before use...
If true please send me to a copy...

(RBI) told the
court the new currency has been introduced after consulting and taking into

The central government, represented by Additional Standing Counsel Sanjay
Jain, told the court that Rs 10 note would be soon done away with and
replaced by coins. The sizes of the Rs 20 and Rs 50 denomination notes could
be easily differentiated by blind persons, it claimed.

The government and the RBI told the court that intaglio markings, a printing
technique where image is incised into a surface, are not being made in the
Rs 20 and Rs 50 notes as these denominations are widely used, as these
markings, which are expensive, would get smudged with time.

However, the notes of denominations of Rs 100 and above have the intaglio
markings, they told the bench.

The ASG also said that the new coins of Re 1, Rs 2, Rs 5 and Rs 10 would be
having striations of various lengths at the edges to make them discernible
from each other.

The court asked the Centre to file an affidavit on the steps it was taking
to make the coins discernible from each other and listed the matter for next
hearing on March 7.

The bench was hearing PILs filed by three advocates, a company secretary and
NGO All India Confederation of Blind, who had sought a change in the new
currency notes to make them easily identifiable and differentiable for the
visually impaired.

The PIL by advocate Rohit Dandriyal sought directions to the authorities to
withdraw the Rs 50 notes which do not have any identification marks and stop
printing them.

He said that, according to the RBI, a special feature has been introduced on
the left of the watermark window on all notes, except the Rs 10 denomination
ones.

"This feature is in different shapes for various denominations. For example,
a vertical rectangle denotes a Rs 20 note, a square means Rs
50 (in older
notes), triangle and circle for Rs 100, a diamond denoted the Rs 1,000
currency which is not a legal tender now," the advocate's PIL said.

The petition by the NGO said the visually impaired people were facing
hardship in identification, usage and transaction of the new currency notes
of Rs 2000, Rs 500, Rs 200 and Rs 50 denominations.

Maintaining that the size of old and new notes were different, the NGO also

The Karnataka budget is expected to be a mirage. It should have essentially 
been a vote on account and not a full blown budget when the tenure of this 
governemt is less than 2 months.

So whatever is promised, it may not see the light of day.

But we certainly should keep our eyes on other state budgets.

Hi

I haven't got any such mails. However, we are observeing high CPU utilization 
on the mailman server, for this, we rebooted the server a couple of times. 
Probably,those mail in the queue got impacted.

We are considering to increase the resources of the server. Hopefully, things 
would be stable thereafter. Negotiating presently about it with the service 
provider.

Lets collate data from different states what they are offering this
year for persons with disabilities.
Uttar Pradesh and Karnataka CMs have presented 2018-19 budgets today.
Yogi had nothing to offer perhaps. Read what SitaRamaya promises.

CM announces an increase in monthly pension by ₹200 for those with
over 75 per cent disability and ₹100 for those with less than that.
The Government will
also set up four professional training centres on an experimental
basis to train mentally-challenged adults.

Government to provide 4 per cent reservation in group A and B posts
for persons with disabilities as per the Rights of Persons with
Disabilities Act, 2016.
The government has already reserved 5 % in group C and D posts, CM says.

Hi
You can google for Espeak and download the installer.
In NVDA espeak is a part of the package and that copy of espeak is not 
available to other screen readers.

On the other hand when you install Espeak separately, this copy of espeak is 
available to all screen readers through SAPI driver.
