[AI] Special conveyance allowance to disabled bankers; year of extension with govt. employees

An amount of Rs. 400 is paid to disabled bankers.  Can someone give
information (backed with relevant document) on when bankers were
extended this benefit which was earlier given only to government
employees?  Its very important and urgent.

It’s not that there is something wrong with the concept . It’s a lot to do with 
execution and the maintenance . Personally , not a week has gone by for 
sometime without at least a couple of clients telling me of how they have been 
deprived of their privileges because of the lack of a card above and beyond 
their disability certificates that will ensure them the basic paltry amenities 
their elected govt has slated for them . Disability pensions have been 
discontinued because the person with intellectual disability is unable to look 
into the Iris scanner long enough for the photo to be taken . I assume the 
light is hurtful to him and the attitude of the official is more hurtful to the 
family . The repeated subjection of such persons with disability to something 
unpleasant all to access basic rights in terms of travel finance etc is 
tantamount to discrimination to put it mildly . The PWDs with clawed fingers 
find it difficult to place their prints because of the bony deformities but 
officials think it is because they are not pressing hard enough . I cannot even 
blame the officials solely either . One must hold the wise people who lack the 
foresight to see and the flixibility to alter their project . At the end of the 
day its another parallel identification issued by the govt . but making it 
mandatory for dispersal of benefits without securing the meagre provisions of 
the most disadvantaged sections of society is the gravest injustice . 
It’s a barrier for PMIs and PWIDs . It adds to the stigma and the 
discrimination . There is no oversight of the third party organisations / 
players regarding what and who they have issued identification . Previously , 
persons with no formal education would put their prints using a stamp pad now 
they have to do so without one . That i suppose is the biggest difference this 
will make for some . In my opinion , the thousands of crores could have been 
put to so much better use . There is none of the purported benefits of 
empowerment and streamlining of services  . 
It’s a sad state of affairs and i hope to God i am not counted amongst 
complaining intellectuals . That’s when i would be dismissed with my views 
I have just ranted out of my experience working with clients in mental health 
.i do not mean to offend anyone .

Re: [AI] IRCTC became inaccessible

Hi, I am not sure how was the site's accessibility earlier as I
haven't used the site so far and only for the past couple of days I
tried to first register  myself at IRCTC, it's truely very tricky as I
was to use chrome and firefox with shifting combination of NVDA  and
JAWs.

But my try with the app is quite accessibility, to morn I booked my
tickets through the app, only challenge I faced was the capture for
which I needed sighted assistance... But of course I didn't know how
to book ticket with concession, I found an option for senior citizen
once I entered the age of my dad.

Hope the app may be of a temporary relief till the site is repaired to
cater us...

I do have a doubt in booking:

For me too it is not possible to do ires verification. However, when I went to 
enroll when it was initially launched, not only were the officials aware how to 
handle such situations, they took me out of turn.

One can take help of the toll free number 1947 to solve the issue.

You can also call on this number and seek resolution of your specific problem.

I think, the statement has merit. I was harassed at the time of verification. 
The officials did not know what to and how to enroll a blind person whose pupil 
may not be properly recognised. I had to wait for two years for the enrolmen. 
Further, only my left thumb's impression is detectable on a bio device. It also 
fails frequently. Maybe my finger tips are worn out due to too much use. I 
still find it difficult to sign in and out on the biometric device for office 
attendance.

Many disabled persons may face the same problem.

Yes, it is true that constitutional validity of Aadhar has been approved by
the majority of the five judge constitutional bench of Supreme Court but
one of the judge of this bench justice Chandrachur has registered his this
agreement and severe objections of the constitutional validity of Aadhar so
around 500 pages document of Justice chandrachud has also been considered
as an important document in the context of constitutional validity of
Aadhar.

If thumb prints/fringer prints are not recognising by the machine what
is the alternative?  As my mother is facing this issue.  For linking
adhar with bank as well as or gas connection.  Is it now compulsory
for adhar?

Press Statement



The National Platform for the Rights of the Disabled (NPRD) expresses its 
severe disappointment at the verdict delivered by the Supreme Court in the 
Aadhar related matters today.


The majority judgment read out by Justice Sikri has held that Aadhar is 
mandatory for availing facilities and entitlements under different 
government schemes. This would in effect mean that thousands of disabled 
persons would be continued to be denied pensions and benefits of other 
social security schemes.


Apart from other concerns, for the disabled enrollment itself has been a 
major problem. Biometrics has been an issue.Even though there are 
provisions in the Aadhaar framework to use just one biometric for those 
with disabilities — either the iris or the fingerprints — many centres and 
operators are either oblivious of this provision or are not adequately 
trained to handle this. There have been innumerable instances where the 
applicants get an acknowledgement but the authentication is rejected at 
the main server level.


Unfortunately, the majority judgment of the Supreme Court does not take 
these concerns into consideration.
