this  is  not a big deal  for most of us.  but tell me how many  sighted people 
can type  eficiently by turning off monitor? 

multilingual sighted typists demand a separate keyboard for  regional languages 
whereas multilingual blind typists won't make such demands.  
my point  is these are our inherent skills and they need  no test for someone's 
approval.

Hie, I support your idea, if we look at in a positive way, it's a good
way by which you can test the typing skill of a person or a student.
Here, during this test, it doesn't become a greater problem, typing
without a screen reader.
Because, in my 12 years experience with computer, during typing, I
doesn't try to know or will come to know what I have typed or which
letter I have pressed only after the screen reader has pronounced it.
I type and know which alphabet button I'm pressing, so, as I've come
to know, to avoid any accidental pressing of any other keys during the
test, I've heard there are some programs which can disable the extra
keys during the test only allowing the participents to type with the
needed keys without any problem.

yes good idea, there is no need of jaws while typing if ms-word is opened 
and its working properly. please make sure that during typing the system 
should not hang. I am using computer since ms dos 6, and there was no jaws. 
I used word star for english and akshar for hindi typing.

Really, I Liked the idea!

To test there keyboard/typing skills, this might be the best possibility.
But, without screen reader, the partisipants may struggle to accomplish the
task.
So, you may include the narrator screen reader.

touching/pressing  a single key inadvertently may shift the focus of the
keyboard, in which case, students may not be in the correct focus, and, a
single person can't keep an eye on all.
