It works fine for single ticket but if 2 tickets are booked then 1 ticket gets 
booked under HP quota and second ticket is ither in WL or confirmed depending 
upon availabelity in general quota.

My question is why second ticket is not getting confirmed under HP quota even 
there 2 births are available under hp quota. It happens with both the cases 
disabled or escort. Even after getting 1 ticket confirmed and other in waiting, 
HP quota shows birth not available. If we cancel ticket, than also they are not 
aloted back to HP quota.

It does not happen like that. It is possible, those mails may be landing in

BENGALURU : The new currency circulation in the market is confusing the 
visually-challenged who depend upon the feel of the note.The visually-impaired 
recognise notes through its length and width, a manoeuvre they master through 
practice. The new denomination notes of 50, 100, 200 and 500 are creating 
problems for them as the notes are difficult to differentiate.
"Adapting to the sizes of the new currency notes is a significant challenge for 
the blind. Identifying notes through length, width and tactile markings need 
immense practice. They struggle to identify the new denominations as they get 
confused," M Srinivas, Chief Executive Officer, The National Association For 
The Blind (NAB), told City Express.
S Jagendra, a 51-year-old in NAB, struggled to differentiate among the new 
denominations of 100, 10, 50 and 200 and identified the new `200 note as a `50 
one."Losing even a `100 note is a huge loss for them," Srinivas said.Ninety per 
cent of the visually-impaired population are dependent on cash. "Note X, a 
device earlier used by the visually-impaired for recognising different 
denominations, is now losing relevance amid the introduction of new currency 
notes," he added.
In the era of digitisation, softwares like Voice Over in iPhones, Talk Back in 
Android, Non-Visual Desktop Access (NVDA) are a blessing to the sightless. "To 
avoid hassles of cash transactions, I use the voiceover software on Paytm," 
said Abdul Rehman, a 22- year-old UPSC candidate. Susmita D said she  avoids 
keeping higher denominations with her and uses separate compartments in her 
purse to keep the new notes to avoid being cheated.
"The introduction of the notes have made the visually-impaired highly 
dependent, which is a constraint for them," said Pramila R, a teacher at 
NAB.Responding to a PIL filed last year, the RBI, in its bi-monthly monetary 
policy, said it would come up with feasible note-recognition features for the 
visually-impaired. Some new tactile markings have been introduced in the new 
denominations for their feasibility.
"Introducing markings in the new denomination will not solve problems until the 
visually-impaired are made aware of them. Only a handful of educated sightless 
people know about this. The government should come up with methods to raise 
awareness about the same," said Srinivas.
Many petitions regarding introduction of Braille on currency notes are doing 
the rounds. He added that  appeals have been made and they are just waiting for 
the government's response.In Australia, the bank  notes have a number of 
features that assist visually-impaired people. Canadian bank notes have Braille 
dots.

Social Sciences (TISS) will help public universities in Maharashtra to be
disabled-friendly. The state has directed universities to collaborate with
‘I Access Rights Mission’ —a field action project of TISS—to successfully
offer barrier-free access to disabled students on their campuses, to
address their needs in pedagogy and to offer equal opportunities. TISS will
conduct a needs assessment study in public universities and frame
guidelines that will be unique to each university. Since the state does not
have a machinery to conduct an audit of the facilities universities’ boast
about, the department of higher and technical education has sought expert
help from TISS. The team from the institute which has been successfully
running the I Access mission since 2013, will be meeting representatives of
disabled students from across universities to understand their
requirements. Vaishali Kolhe, project director of the mission and an
associate professor at TISS’ Centre for Disability Studies and Action, said
they have observed that students with disabilities find it tough to pursue
higher education. “If they do not get the required infrastructure, aid and
appliances, it will affect their overall academic development. We wish to
assist each of the non-agricultural universities and study students with
disabilities in the next two years,” said Kolhe. While the university is
expected to bear the funding, the team of I Access will provide the
expertise for the action-based work. In a government resolution (GR) passed
in 2017, the state identified 21 disabilities for the first time to be
considered for offering concessions/ facilities in educational
institutions. In another GR passed in August this year, based on Supreme
Court’s directive, the state made it compulsory to offer barrier-free
accessibility on campuses and monitoring of these facilities. The mission’s
‘call for action’ guidelines has already been circulated to all
non-agricultural universities in the state. “While we have been issuing
directives, the state does not have the machinery to monitor the progress
in colleges and universities. Experts from TISS understand the problem in
depth and they are empathetic to the issue. We, therefore, are asking
universities to collaborate with them. The university will have to ensure
the guidelines are implemented in affiliated colleges as well,” said joint
secretary of higher and technical education department, Siddharth Kharat.
Aconference held recently at TISS highlighted issues on disabilities,
accessibility in the light of legislation and policies in the context of
higher education. Experts also opined that the many disabled students, who
seek admissions under reserved categories tend to drop out after a few
months as they are unable to cope up, as there is a lack of awareness about
the facilities
