Shyam, using the pdf restriction remover is  very simple. Once you install 
this piece of software, you don't have to do anything extra. Just locate 
your cursor on any pdf file and press the application key, the very first of 
2nd option will be "Remove Restrictions" and press the enter key, and, once 
it removes all restrictions, it will prompt you to open the file. After 
applying this there will be two copies of the same file, the original one, 
and the one it created with all restrictions removed. You can choose to keep 
or not to keep the original file. (Please note it may ask for a password if 
the file is password protected). The software will cost you around $9.9. The

Vikas-unfortunately even that does not solve the problem. I am running
Jaws
2019 latest, and have been facing this issue from a couple of builds.

Folks at Adobe keep shooting the gun at each other. Mostly they say it
is a screen reader issue, and if you manage to convince them, then
they say it is a PDF creation issue as the author does not follow
accessibility practices.
Little do they own realize that majority of their functions in many
products themselves are inaccessible.

Open Adobe (whichever version you have), in the edit submenu, go to
preferences, choose Security (Enhance), uncheck the first box which

Please take the note, If the document itself is protected, JAWS in any case 
will not read it. These days, this has become a latest trend with most of 
the card statements, bank statements, bills and other statements are 
protected before they are sent to the recipients. Even the LalPath lab 
creates all your reports in a secured way. I've been facing this issue for a 
logn time and installed PDF security remover on my system, which has the 
ability to remove all restrictions and this makes all documents accessible 
for screen readers. This is the only work around to be able to cope with 
this kind of problem as of now.
