Dear all,

Thank you very much for drawing our attention to the accessibility issue
regarding the captcha on the DU Admission portal. As my name has been
specifically mentioned in one of the e-mails with respect to my
relationship with the University, I wish to first clarify that no
representation has been received by me at Delhi University regarding the
captcha issue. An action can be taken if a grievance is brought to the
attention of an Officer. May I further state that the University has set up
a help-desk at the Equal Opportunity Cell with volunteers to assist those
students with benchmark disabilities who may be facing difficulties in
accessing the Delhi University Admission process. The details regarding the
help-desk are mentioned on the DU website itself.

I will take up the matter of captcha with the concerned person in the
morning itself and ensure that the problem is resolved at the earliest. I
will be grateful if Dr. Avinash Shahi, who has kindly forwarded the e-mail
in reference from the list-serve “say everything” could post this message
to the list-serve.

With best wishes,
Sincerely yours,
Prof. Anil K. Aneja.

Re: [AI] Opportunities for a visually impaired as a voiceover artist

2019-06-06 Thread Manasi Mahukar
hi there, as per your question, i am a totally blind girl. and
practicing as a voice over actress in English Hindi and Marathi
languages. Your second question. There are lots of voice coaching
institutes hence it is bit difficult to find the genuine one. because
most of people are not aware that blind people also can do voice over.
there for trainers are also sometime don't guide us properly.i
have taken training from viva voice academy from Mumbai Andheri.
now i am looking for advance dubbing course. but the thing is, when
ever i go for an inquiry about the same, i have been told by trainers
that i can't do dubbing. because it is totally related to scream. and
i am with them on that one, but not 100 percent. because it can be
done by hearing the sound also.
it's not very difficult to find opportunities for our self, but also
not a pis of cake.
i have been practicing from 2 years in this industry. one thing i have
learned that is if other people are putting their 100 percent efforts
to become a successful voice over artist. than being a blind we have
to put 1000 percent to be in this industry.
if you are thinking for this profession as a career, than warm welcome.

accessindia@accessindia.org.inSubject: [AI] India joins nations which
dont execute mentally ill convicts -India joins nations which dont
execute mentally ill convicts - Times ofIndiaJun 2, 2019,NEW DELHI: In a
landmark judgment catapulting India into a league of nationsthat dont
execute lunatics, the Supreme Court has barred the execution of aperson if he
develops a mental illness and loses cognitive power duringpost-conviction
imprisonment. Courts across the world, including India, havehistorically
considered mental illness as a mitigating circumstance forimposition of lenient
sentences as the offender, because of his mentalincapacity, seldom knows the
consequences of his action, which becomes acrime. But this is the first time
that the SC, through a bench of Justices NV Ramana, M M Shantanagoudar and
Indira Banerjee, took note that punishmentis a communication from the
sentencing system to the criminal about theconsequences of his action. When a
condemned prisoner loses cognitive powerbecause of postconviction mental
illness, the essence of that communication- consequences of the crime - is
lost, it said. Writing the judgment for thebench, Justice Ramana said,
The notion of death penalty and the sufferanceit brings along causes
incapacitation and is idealised to invoke a sense ofdeterrence. If the accused
is not able to understand the impact and purposeof his execution because of his
disability, the raison detre for theexecution itself collapses.
When such a disability occurs, a person maynot be in a position to
understand the implications of his actions and theconsequences it entails. In
this situation, the execution of such a personwould lower the majesty of
law, Justice Ramana said. This judgment came in a petition seeking review
of the SCs 2008 ruling inwhich it had upheld the death penalty awarded by
the trial court and BombayHC to a person, referred to as X by the
court, for sexually assaulting andmurdering two minor girls in December 1999 at
Gulumb in Maharashtra. Whilerelieving him of execution, the SC ordered that he
should be kept in jailtill death as given the serious crime, it would not be
safe to send him backto society even though he has spent 20 years in prison, 17
of them on deathrow. Realising that this ruling could be misused, the SC warned
thatpost-conviction mental illness could not be used as a ruse by
condemnedprisoners to escape the noose. This ground needs to be utilised
only inextreme cases of mental illness... only extreme cases of convicts
beingmentally ill are not executed, the bench said. This court
cautions againstutilisation of this dicta as a ruse to escape the gallows by
pleading suchdefence even if such ailment is not of grave severity, it
said. The JusticeRamana -led bench laid down the test of post-conviction severe
mentalillness as a ground for non-execution of condemned prisoners. The
testenvisaged herein predicates that the offender needs to have a severe
mentalillness or disability, which simply means that a medical professional
wouldobjectively consider the illness to be most serious so that he
cannotunderstand or comprehend the nature and purpose behind the imposition
ofdeath penalty. These disorders generally include schizophrenia, otherserious
psychotic disorders, and dissociative disorders with schizophrenia, the SC
said. Justices Ramana, Shantanagoudar and Banerjee discussed indetail judgments
from the US and UK Supreme Courts on this issue besidestaking note of the
related global judicial trends on post-conviction mentalillness of condemned
prisoners. They said, It is a well-acknowledged factthroughout the world
that prisons are difficult places to be in. The WorldHealth Organisation and
the International Red Cross identify that multiplecircumstances such as
overcrowding, various forms of violence, enforcedsolitude, lack of privacy,
inadequate healthcare facilities, concerns aboutfamily etc can take a toll on
the mental health of prisoners. The SC said, Due to prevailing lack
of awareness about such issues, theprisoners have no recourse and their mental
health keeps on degrading day byday. The prevailing argument in favour of such
prisoners is that - whetherimposition of death penalty upon such prisoners is
justified, who haveclearly impaired their abilities to even understand the
nature and purposeof such punishment and the reason for such
imposition?---This email has been checked for viruses by

[AI] Cycling alert

2019-06-06 Thread Ekinath Khedekar

Dear Friends,

Hope each one of you is doing well.

I’m very happy to announce formation of the ABBF Cycling Chapter in Mumbai for
the benefit of visually impaired as well as other disabilities.

Adventures Beyond Barriers Foundation is a Pune-based non-profit founded by a
very inspiring personality, my friend, Divyanshu Ganatra, who himself is blind
but has scaled heights that even sighted may envy. He’s the only blind person
known to have para-glided alone and thanks to his efforts thousands of disabled
are able to enjoy paragliding, mountaineering, cycling, and scuba diving
amongst host of other sports. Read more here:

https://abbf.in/

Back to cycling; if you remember when you could pedal, float on two wheels,
feel the speed when you could see, or if not lucky yet, live the dreams now.
For folks who haven’t seen tandems yet, it’s a two seater - one behind the
other. The front sighted rider, called the pilot or captain, controls the
steering, the brakes and the gears. The rear rider, generally a blind, called
the stoker, helps to pedal. And tandems obviously have two sets of pedals.

These are superb machines. I have enjoyed my adventures on them while racing
from Pune to Goa, while pedalling to the top of KhardungLa, arguably the
highest motorable road in the world. Have a look at our award-winning 12 minute
movie- Beyond KhardungLa

[AI] RBI committee on digital payments makes a strong case for financial inclusion of disabled community

2019-06-06 Thread Ramya Venkitesh
Source: Newz Hook https://newzhook.com/story/22463

Over 70 million Indians have a disability, making a compelling case for
financial inclusion to be built in, in every aspect of our lives. Compelling
from the point of social justice as well as business sense. Yet, this
doesn't get reflected. A huge gap that needs to be addressed, as a Reserve
Bank of India's high-level committee emphasies.

Cast a look at most events and conferences on disability in India and all
too often it's the aspects of education, employment, health and technologies
that get talked about. Few talk about financial inclusion, which is an
oversight given that at 70 million people, India's disabled community are a
sizeable presence.

The oversight is not for the lack of a noise. Be it banking services or
digital payments, the access hitches have been raised time and again by the
community. Now, for the first time there's a reason to hope that something
will be done about it.

A Reserve Bank of India appointed high-level committee on digital payments
led by Nandan Nilekani has made a note of the various gaps and has come up
with specific recommendations to address them in a permanent manner.

Read in detail: https://newzhook.com/story/22463

We make a bunch of inclusive learning experiences for young blind kids.
Computer literacy sounds like something we could definitely help with.

We use mixed reality to add audio to tactile graphics. So far we have a
book on animals, a numbers matching game book and so on. We make these
interactive using a mobile phone. You can check them out on our
website -
tactopus.com/store. Though not concerned with computer literacy
directly,
the use of a smart phone in this way does expose young children to
varied
uses of technology and computers. Looking at applications is often a
good

motivator for learning more about the technology itself, hence, these
could
be good introductory tools.

Looking forward,
