it works, I press the documents tab in search window. both with NVDA and 
jaws. the search speed is very slower than windows 7 search.

This was happen to me before some time with the jaws.
Sighted people was able to see the search results under the start menu, but,
the screen reader was not reading.
And, later, I swiched to n v d a screen reader then onwards I was able to
read the results.
If this is the case, Please follow the below given steps.

1. open the jaws settings centre by pressing insert f2.
2. enter on setting centre.
3. press ctrl shift d  for the default configuration.
4.  in the search, type start and wait for the results. You may get the
result which says "Start menu: Access Out-of-Process"
5. press tab and check the check box which says "Start menu: Access
Out-of-Process"  and see if it works.

Note: this trick works only with the licensed or demo versions of the jaws.

Qualified visually impaired and other disabled candidates have sought
four per cent reservation in employment. In a letter to the Chief
Justice of the Himachal High Court, signed by 17 disabled candidates,
they alleged that the government was violating the Rights of Persons
with Disabilities Act, 2017, by not giving reservation to disabled
persons in teaching posts in schools, polytechnics and colleges.
Mukesh Kumar and Saveena Jahan, convener and co-convener of the
Disabled Students and Youth Association (DSYA), said they were forced
to write to the High Court as the government had not given reservation
to the disabled persons in the posts of JBT, TGT, PGT, LT, and Shastri
in schools, lecturer in polytechnics and assistant professor in
colleges, since 2017.
In the last three years, hundreds of posts of teachers were advertised
in the education department and vocational institutions without giving
reservation to the disabled persons. They said the disabled persons
were running from pillar to post to get statutory provisions
implemented. However, the bureaucracy was not ready to listen to their
plight.
“We are going time and again to the Directorate of Education to know
the status of our posts. Recently, we were told that reservation
cannot be implemented without the identification of posts which are
yet to be identified. It was shocking and forced us to write to the
Chief Justice,” said Mukesh Kumar and Saveena Jahan. Source:
