On the subject line, before going to the hon’ble supreme court, the 
following points are to be considered:


It is a discretionary power of the department who is providing 
concession to design a prescribed form to avail the benefit and upto 
what level they shall provide it. Example is: all the state and central 
govt are providing free or subsidized ration to BPL families, each and 
every state government have its own ration card. As the ruling party 
take over after election, they often replace the ration cards and all 
the beneficiaries have to mandatorily obtained the new card from local body.


1. Suppose, we willwin the battle, and railway shall make UDID a
   mandatorydocument to avail concession, it will become very difficult
   to avail it because many disabled persons are even unable to get
   aadhar and aadhar is the only document to get UDID and e-disability
   certificate.

My suggestion is that NGOs should organize camps to reach maximum 
disabled population to get UDID card and e-disability certificate for 
disabled persons.

I do recall that NPRD had issued a press note which was shared on the

petition would have been to withdraw the circular which has a
requirement to possess the disability card issued by them. The court may
have upheld the defense arguement that the ministry has the power to
issue such circular. If this is carried as it is to the supreme court
the verdict may not be different. In my limited opinion, the focus of
the petition should have been to make the UDID as one of the acceptable
document for availing the railway concession and not withdrawal of their
circular.

   The judges will generally go by what is presented to them.So it would
not be appropriate to say disappointing verdict rather the
disappointment should be directed to the possible weak petition or poor
presentation.

I suppose, what Kanchan did not say in so many words was that one should
be extra cautious while approaching the court for the damage that it can
do as in this instance is far more greater than taking the traditional
approach.


I hope appropriate lessons are learnt and it is understood that this
comment is not entirely specific to this case.

It's not issue of
Talkback, I suppose.

Even Commentary screen reader does the same thing of announcing garbage on 
the screen when Airtel ap pis opened.
And if I remember correctly, it started with some 2 years back release of 
Airtel app. Prior, it at least was somehow manageable .

I suppose the matter equally be taken with the Talkback teams, because
once we open the Airtel app, everything is visible correctly to a
sighted person, I don't know why screen readers recognise all text

‘Govt Geo-tagging All Institutions for People with Disabilities’
The Centre is in the process of geo-tagging institutions for people with
disabilities under the PM Gati Shakti project to improve accessibility, a
senior official said on Saturday. The Department of Disabilities is
collaborating with Bhaskaracharya Institute for Space Applications &
Geo-informatics (BISAG-N) for geo-tagging all the institutes for people
with disabilities, Joint Secretary in the Disabilities Affairs Department
Rajeev Yadav said.
He said the process is aimed at bringing all such institutes on a single
portal to stay updated about their ongoing projects.

"Under PM Gati Shakti, social infra of national institutes, regional
centres and ALIMCO centres would also be brought on board so that people
have an idea about them. There is a need to bring everything on a single
platform so that all such institutes can be geo-tagged," he said.
Yadav further said most of the institutes have been geo-tagged, adding that
now, only 450 Deendayal Disabled Rehabilitation Scheme and 13 NGO-run
braille press are left.

"The geo-tagging process that started in December would be completed by
June 30," Yadav told PTI.

A meeting of concerned ministries with the PM office has also been held in
this regard.

The government is also in the process of geo-tagging all the Anganwadi
centres in the country.

Till now, over 10 lakh Anganwadi have been geo-tagged in the country,
sources at the Women and Child Development Ministry said earlier this week.

There are around 14 lakh Anganwadi Centres (AWCs) in the country.
