While I appreciate the efforts put by the advocacy organizations and 
individuals, few and few genuine cases are taken up and focus is largely 
on improving the accessibility of the apps or infrastructure. Cases such 
as acceptance of UDID card universally, and this one where Toll 
exemption is provided but there is no clear guideline or method to avail 
it are not taken up with the relevant authorities. Even if someone tried 
taking up these cases, the result is not as desired.
At Gulati  sir: the circular to record ownership under divyangjan 
without availing GST concession for all PWDs came in this February and 
most RTOs are not aware of it and they simply record the ownership as 
mentioned by you even if it is wrong as your vehicle is not modified but 
your RC mentions it as modified.

its picture description is excelent.
still, for people, who just want to extract the text from images,
seeing AI or envision works best than be my eyes as be my eyes tend to
miss few texts and it takes time also.
hence, for extracting picture description and color purpose, be my
eyes is the best.

aadhar is mandatory to get UDID, and many blind citizens are still 
struggling to enroll and get aadhar. another lollypop by MSJE, which is 
not acceptable by many central/state  govt departments. surprisingly I 
got my UDID within a week of my enrollment! and without error.

hope this universal card will be accepted universally.

To add: The idea of UDID was in the first place conceived to eliminate 
the necessity of carrying different cards to avail various government 
schemes by the PWDs and to allot them a single card which would suffice 
for everything. The Railways and other departments have made complete 
joke of the government's initiative by not accepting the UDID card as 
mandated by the central government.

Even then, the cards issued by various authorities like railway and others,

Anjineyulu !
I am Vyankatesh Mundaware Student of Bachelors of computer applications (BCA).
If you are interested  in learn the programming languages then, there
are multiple resources are available.  If you are searching for only
those institutions who only teaches Blind students then, VI developers
and vision-aid might be good option for you.
These institutions helps blind students and professionals to learn the
basics of programming.
Even I have also learned the Kotlin from Vi developers. and my
experience is also good.
vi developers courses are paid, you will have to pay RS 2000 for each course.
Currently, their  admissions are opened so if you wants to learn more
or join their courses then visit their website.
I really don't know about the vision-aid.  but according to me,  If
you want to join there courses then, you must be graduade in any
bachelors degree.
but, you can try vision-aid also.
