Marathwada University,Nanded?
If yes,please tell their contact number immediately.
I have an issue related to additional 10 grace marks to Visually Impaired for 
Passing degree examination.

Please take the positive issue in this regard and approach to authorities for 
necessary actions related to facilities,schemes,concessions,modification in 
curriculum and legal examinations of Persons with Disabilities.

The University Authorities violating the provisions of The Persons with 
Disabilities(Equal Opportunities,Protection of Rights and Full Participation) 
Act,1995.

The universities are not implementing the legal provisions by law,which were 
already implemented in India.
All Universities should take following necessary action for the benefit of 
Persons with Disabilities specially Visually Impaired:-

1)The universities should follow the provisions of 'CHAPTER V EDUCATION' of The 
Persons with Disabilities(Equal Opportunities,Protection of Rights and Full 
Participation) Act,1995,which are given below:

Section 27(f) provides Providing every child with disability free of cost 
special books and equipments needed for his education.

Section 30(b) provides The removal of architectural barriers from 
schools,colleges or other institution,imparting vocational and professional 
training.

Section 30(c) provides The supply of books,uniforms and other materials to 
children with disabilities attending school.

Section 30(d) provides The grant of scholarship to students with disabilities.

Section 30(e) provides Setting up of appropriate fora for the redressal of 
grievances of parent,regarding the placement of their children with 
disabilities.

Section 30(f) provides Suitable modification in the examination system to 
eliminate purely mathematical questions for the benefit of blind students and 
students with low vision.

Section 30(g) provides Restructuring of curriculum for the benefit of children 
with disabilities.

Section 30(h) provides restructuring the curriculum for benefit of students 
with hearing impairment to facilitate them to take only one language as part of 
their curriculum.

Section 31 provides Educational institutions to provide amanuensis to students 
with Visual handicaps:
All educational institutions shall provide or cause to be provided amanuensis 
to blind students and students with or low vision.
•Amanuensis means:
॰a person who writes down what another says.
॰One who write the examination for visually impaired.
॰One who write another dictates.
॰A person whose employment is to write what another dictates or to copy what 
another has written.

2)The Universities should constitute the Department of Educational Empowerment 
of Persons with Disabilities(EEPD).
All disability related procedures and matters should be forwarded to this 
department for necessary actions.

3)The University should also constitute An Educational Empowerment and Advisory 
Committee on Persons with Disabilities(EEACPD) for understanding the 
implementation,inspection and analysis of laws,rules and regulations made by 
Central and State Governments.

4)The study material,question papers should be provided in a accessible format.

5)The Universities should gives an alternative question paper for Visually 
Impaired  instead of visual input questions like diagramatic,graphical and map 
based questions.The candidate should be given alternative text based non-visual 
questions instead of visual input based questions.
A facility for the request to the same(non visual alternative questions) needs 
to be provided at the time of filling up the examination form/course 
registration form.
The candidate will have the freedom to opt for the visual questions,if they so 
choose.
The said preference will be recorded in the appropriate form.

6)If the special alternative question paper is not provided,the Visually 
Impaired Candidates should exempted from drawing diagram,graphs,maps etc. in 
University level as well as College level exam and gives equal marks to that 
visual input i.e.diagrams,graphs and maps based questions.

7)There should be any indicative mark/writing PwD category details in a 
column/special sticker/barcode on the answer sheets of PwD students for the 
evaluation of special answer sheets for evaluator and moderator.

8)The Compensatory time of 20 minutes per hour should be granted in theory as 
well as practical examinations for making use of scribe/reader/lab assistant.
All the candidates with disabilities not availing the facility of 
scribe/laboratory assistant/reader will also be allowed the compensatory time 
of 20 minutes per hour.

9)For practical examination,the candidate should be permitted to use a 
Laboratory Assistant to make observational recordings and conducting 
practicals,wherever required.
The qualification rule of the Laboratory Assistant will be same as that of 
scribe.
Visually Impaired students should allowed to use a word processor program to 
type his/her Journals and then print outs can be either filed as a Journal or 
they can be pasted in a regular Journal.
In absence of computer facility,the student will be allowed a use of assistant 
to write the journal.No criteria

Many universities of India like S.R.T.M. University does not gives additional 
10 grace marks to Visually Impaired for Passing the final examination .
When I approach to University,they are saying that there is no provisions.
But Maharashtra State Board of Secondary and Higher Secondary 
Education(MSBSHSE) give an additional 20 grace marks to passing final 
examination for Visually Impaired Student.
Please provide details of fees exemptions,grace 
marks,sticker/Barcode/indication of category on answer sheets of Visually 
Impaired in other universities of India,
What can I do?
Please suggest me.
