When you enter the polling booth, you should request for the candidate list in 
a Braille sheet which you should be present, so ask for it, and in that it will 
be clearly mentioned as to which number is represented for which candidate so 
read that carefully and based on that you go to the voting machine and vote 
accordingly, but then in my personal experience The number was actually not 
matching. So fortunately, I had my son with me so I voted so there is a small 
risk, but idea every bowling good should have you know Braille sheet with that 
details. Thank you.

any way to know which number is represented by which individual/party
including NOTA in our constituency?

Once I asked the ticket counter person, he said no nobody gets concession in 
Mumbai local trains. 

Now I am booking seasonal ac tickets from UTS app by paying full fare.

The Ministry of Railways has approved quotas for people with disabilities 
(PwDs) in all trains, irrespective of whether any concessional fare facility is 
available or not.

According to railway sources, the PwD quota will be earmarked in all reserved 
Express/Mail trains, including Rajdhani, Shatabdi, Duronto, Humsafar, Gatimaan, 
and Vande Bharat express trains.

According to the revised norms, the quota will be: four berths in Sleeper Class 
(two lower and two middle), four berths in Three Tier AC, 3E or 3A, (two lower 
and two middle), four berths in the Specially Designed Second Class Luggage cum 
Guard (SLRD) coaches of Garib Rath trains, four seats in reserved Second Class 
sitting and AC Chair Car in those trains which have more than two coaches of 
these classes, and four seats in Vande Bharat trains.


Specially designed seats


The sources added that two specially designed seats (Seat No. 40) will be 
available for PwDs in coaches C1 and C7 in the case of eight-car trains, and C1 
and C14 in 16-car trains, along with an additional adjacent seat for an escort 
or attender in Vande Bharat Express trains.

To avoid misuse of the provision, the facility of booking tickets under the PWD 
quota online will only be available to people who have been issued with Unique 
Identity Cards by Indian Railways. To book tickets at reservation counters, the 
facility will be extended on the production of a Unique Identity Card or the 
copy of the concessional certificate in the prescribed format.

The Centre for Railway Information Systems, the IT arm of the railways, was 
told to modify its computerised reservation software to ensure the verification 
of Unique Idenitity Cards even in those trains where concessional fare facility 
is not available.


Undecided on concessions for seniors


In case both of the specially designed seats earmarked for PWDs in Vande Bharat 
express trains are booked, but one or both of the seats reserved for their 
accompanying escorts remained vacant, such vacant seat or seats will also be 
allotted to a passenger with a disability.

Under the old guidelines, PWDs and their escorts were provided accommodation 
under the quota only in those trains which allowed booking tickets with fare 
concessions, the sources said. They added that no decision has been taken yet 
on restoring the rail travel concession to senior citizens and other categories 
of passengers who were given concessional fares before the pandemic.

In our system, there is no audio. If such machines are connected  to a 
computer, only then we can operate. If there is no internet connection, 
attaching a keyboard to a touch screen is like making mockery of ourselves.

[AI] TROUBLED BY SILENT E-vehicles

Last week while I was crossing not so busy road I was hit by a two-wheeler
and sustained minor injuries.  This happened despite waiting and observing
for a minute or so before crossing. I could realise the presence of that
vehicle only after I was hit.  I have been crossing alone this road more
than ten years. These hybrid vehicles may create lot of problems for blind
pedestrians. 

Can some individuals/institutes  take initiative and do something?

[AI] whatsap problem

Until recently I was able to forward whatsap videos/audios from my win11 pc.
But nothing is happening after hitting forward button now. I tried with both
NVDA and jaws. Cursor is not moving from the current chat window after
pressing the forward button.

In my iPhone, after reading 2-3 messages, either voiceover will focus on
recent messages button or go to the top of the chat.

Using iPhone 7 with IOS 15.8

The best analogy I know was you can compare 7 colours to 7 music notes.  As 
these notes produce different sounds, in the same way colours produce different

Does this exclusion applies  in obtaining sim cards?  Despite having Aadhar 
card, some totally blind  folks are denied sim card due to inability of  that 
software to recognise our iris.

Hi,

 

I do not understand why you are refused Aadhar Card because your retina can't 
be scanned. In fact, there is  a provision in the Aadhar software itself to 
exclude IRIS scan for VI persons.

Try visiting some another enrolment center and i am sure you will succeed

I have observed that the agents are neither properly trained nor educated  to

Thank you for taking up these matters. I pray you meet some success. In India 
it seems a lot of this is going on: They make something inaccessible to 
achieve, manditory to achieve. Everybody should have 5 biscuits each from the 
packet of biscuits, but there is an empty biscuit packet on the table even 
before the distribution to all the attendees. This is my experience having come 
to India. Very sad and ironical. Aadhaar for the blind is impossible here in 
Vrindavana because the agents say the retina scan cannot be bypassed. Without 
Aadhaar I cannot get UDID either. When I went to buy my home, they refused 
because a blind person cannot own property. We have to be linked with a sighted 
person who has Aadhaar so that the property can be registered with the sighted 
person’s name. I am very hurt by this behaviour in India, and there seems to be 
no authority in place who really cares to actually do something.

Can you please help me? Very pained and frustrated. Sometimes I feel life was 
better under our former captivity of slave-owners and later the African 
leadership who hate Indians in Africa. I came to India to become free. How 
wrong was I? Now having returned home after 4 generations away, I return home 
only to find we are slaves here to a highly corrupt and disorganized 
administration. For example, the National number for the Aadhaar Helpdesk is 
1947. Guess what! Only problem is it does not exist!!!

 

Thanks a lot however for doing what you can. Evidently you are fighting a very 
difficult battle and my heart is with you. May Bhagavan Sri Ramachandra who was 
the most organized and loved King on Earth, walk with you – no – carry you 
through this fight.

As all of you are aware, the UDID is being made mandatory from April 1, 2023 
for registering for central government schemes.

 

This even while more than half of the disabled who have certificates, have not 
been issued UDID or have enrolled but not been issued certificates, or have 
been unable to enroll for it, due to various issues.

 

UDID is being made compulsory even when central government’s own 
ministries/departments viz. railways, for admissions to MBBS, for recruitment 
in jobs,  or many institutes of higher learning are refusing to accept the 
validity of the card

 

The NPRD has written to the DEPwD objecting to the mandatory imposition of the 
UDID. 

 

It has also raised the issue of the refusal by various departments to accept 
its validity. 

 

Notwithstanding this, we would like to list before the department, the issues 
that the disabled are facing with regard to procuring UDID. 

 

One of the main issues that has been identified especially in the rural areas 
is about non-availability of seva kendras, private centres charging hefty 
amounts, or they being far away including their inaccessibility. Second issue 
identified is about card not being issued despite passage of a long time after 
enrollment. 

 

We are seeking a meeting with the Secretary DEPwD next week. The issues that we 
are attempting to list will be placed before him.
