Rajesh, Have you heard the AI convention recording of Mr. Rungta's speech? Its clear that he supports the bifurcation and 2 disabilities -low vision and blind but he does not, like you, want a reservation of .5% and .5% for each of the disabilities. His reasoning was that low vision would get the first position in the roster and the blind would have to wait. I have understood your logic too. I still feel that practically you are right but conceptually Mr. Rungta is right. There has never been a dispute on whether visual disability should be treated as one or two. There has been a problem about defining low vision and then the reservation. If you could do a little more in depth work I will be personally very grateful and most of the community would benefit. Today we were in court for a blind girl who is seeking a job in a zilla parishad. The job was reserved for low vision and blind. The Job has been given to 3 low vision candidates. The blind girl has gone to court. She is fourth on the list. The Chief Justice is trying to get the Zilla Parishad to give her another job. The Zilla Parishad's CEO has been called on Monday afternoon to court. Ultimately she will get some job. How often are we going to go to court in such matters when there is discrimination against the blind or should I say accomodation of the Blind? How can anyone say low vision will get the first position? If there is an explicit provision in the statue that blind should have the first position in the roster, how can the preference go to the low vision? For example, there is a rule in Andhra Pradesh that women should have the first position in the roster in VH reservation. As a result, recent two notifications in state government universities in AP reserved the posts for visually handicapped women instead of for VH in general. Similarly, if we can have something like first position for blind in the roster, the reservation should be made for the blind. Dear Friend, I would like to say something on your comment about low vision and first seat that when the people will use low vision certificate, when they will go for interview, when they will write exam their by own then they will get first position in job at least. it might be posible that they would not get seats in educational institutions but they will get all the administrative post as happend in recent railway group-d exam. I can give you correct information that how many people attached 70% 80% those got qualify. but totally blind did not get any single seat.
