IDBIL has an in-house library and we are using libsuite. Our experience is

SOUL is a UGC developed software costs Rs 5 All the libraries are going 
to be connected through it.

it is libsys opec. We have it here in JNU library and can be accessed from
the library by logging in to the JNU website.
