Hello Linux experts.
While I was attempting to install Linux using the wsl --install command, I
got an error A connection with 'the server could not be established'
Someone told me that my ISP won't allow me to install Ubuntu or another
type of Linux. Do I need to change my ISP or should I use VPN? I think the
government has put some restrictions on VPN service providers.  Jio is the
current internet service provider. It will be difficult for me to change
the ISP because there are fewer Internet service providers available in my
area.  I tried changing IP V4 and IPV6 to google DNS but that too didn't
work for me.
Please throw some light on the above mentioned issue.
