well Mr. Tilak,
it depends on the methodology used in teaching a second language by
the personal instructor.
immersive method for example, will not help if a student is blind.

Hi Friends!

I have a small query about learning Japanese language. Would like to
know is it possible to learn Japanese language successfully despite
being 100% visually impaired? I do agree that anything is possible if
one wishes to learn. I just have general query since, Japanese
language is consist full of pictographic/images just wanted to know
what are the alternate ways/methods by which one can learn Japanese
without any hassle and what kind of suggestion we should give to
instructor who is teaching the language in case of VI person?
