Just tried the new Tata Sky Android set top box. From Settings > device
preferences, Talkback could be started easily with Google TTS. 

The thing which concerns us most is accessibility while viewing TV channels.
Here when channels are changed, at times Talkback reads the prompt on the
screen but mostly it remains silent. 

The desired info can be got by pressing the Information button on the
remote.
