Yes, the Railways has extended the E-card facility throughout India. I've applied at the Palakkad Devision office, but don't know about Tamilnadu stations. In Karnataka, in Manglore central we can apply as it is within the Palakkad devision. Along with the application form, you've to submit self attested copies of your Date Oof Birth proof, photo id proof, address proof and the railway consession form along with two passport size photos. Do not paste it on the form, just bring with you. this is the confusion ,the concession certi is valid for lifetime if the person is above 35 years of age with permanent disability. but the validity of the e card to be issued ,on the basis of concession certi ,for disabled is 5 years.
