Yes, the Railways has extended the E-card facility throughout India.
I've applied at the Palakkad Devision office, but don't know about
Tamilnadu stations. In Karnataka, in Manglore central we can apply as
it is within the Palakkad devision.
Along with the application form, you've to submit self attested copies
of your Date Oof Birth proof, photo id proof, address proof and the
railway consession form along with two passport size photos. Do not
paste it on the form, just bring with you.

Hi Friends,

I  would also like to know  has the e-card extended to the southern
zone of railways

And also I  would like to know the blind certificate which is given to
us by Government hospital is valid only for 5  years  we need to

ID card? and are they giving any acknowledgement slip for the future
reference? today i visited and the concerned person was on leave. so some

this is the confusion ,the concession certi is valid for lifetime if
the person is above 35 years of age with permanent disability. but the
validity of the e card to be issued ,on the basis of concession certi
,for disabled is 5 years.

[AI] What is the validity of the railway concession certificate?

Dear Friends,

I have come to know that persons above 35 years with permanant disability are 
given railway concession certificate for lifetime. I mean they don't have to 
renew it after five years. Is it truee?
If it is so, will they be given the ID card for life time as well? or, the ID 
card has to be renewed after five years even if the railway concession 
certificate is for lifetime?
