Hi, the provission you are talking about was created in the
'employment of physically handicapped rules 1976'.

Hello dear,
you are right this is revised in rajasthan pwd rules in 2011 with rule
40 sub rule three. but can not be implemented and high court of
rajsthan has also denied to implement this rule as it is vague and
opec.
