I too feel that this is violation of equality, as visually impaired cant drive 
even modified car. Neither it's necessary that one travels in self owned car. 
Hence why shouldn’t visually impaired be eligible for this benefit?

take an action to get it amended.

I wanted to know if there’re any economical options for reading in braille via 
electronic devices. I rely for my reading mainly on phone, but the problems are 
that sometimes I can’t find it comfortable, and secondly, seeing me, my little 
daughter also is getting habitual of phone. I want to cut down my screen time 
so that she too can, and hopefully by this she also might cultivate the habit 
of reading.

 In our series of sessions on the banking theme we conducted two sessions
 namely Banking Accessibility and Talking ATM and Empowering Young
 Visually Impaired Bankers on 9th November and 14th December, 2013
 respectively.

  On December 28, 2013 we conducted an interactive workshop for the visually
 impaired candidates who have qualified IBPS CWE examination from 3:00 PM to
 5:00PM. The workshop was conducted to empower the candidates who are called
 for the interview scheduled in the month of January-2014.

 Session Objective:

 This empowering workshop intended to equip the participants with the
 essential skills required for cracking the interview. In majority of cases
 it is observed that interview panel does not consist of a member who is
 aware about the assistive technology or the abilities of the visually
 impaired person. So in this scenario it becomes imperative on part of the
 interview candidate to demonstrate and inform the interview board about
 strengths of a visually impaired person. The area that shall be
 concentrated
 was probable questions based on past experiences, effective entry and exit
 skills, body language and transmission of strong areas of the participant
 during the interview.

 Session Highlights:

 The workshop was facilitated by Dr. Ashwini Kumar Agarwal and Mr.

 Dipendra Manocha. Dr. Agarwal has rose to the rank of chief manager with
 Punjab national bank and is associated with the bank's training system for
 a
 decade. Presently he is posted at zonal training center as senior faculty.
 Dr. Agarwal has also designed an informative and empowering document for
 prospective visually impaired bankers.

 Mr. Dipendra Manocha is working as the Developing countries coordinator and
 Lead of Training and Tech Support with the DAISY Consortium. He is member
 of
 The Executive Committee of the World Blind Union. He is managing trustee of
 The Saksham Trust. He is the elected president of the NAB Delhi and DAISY
 Forum of India.

 The participants were also benefited by the valuable and key inputs on body
 language and communications by Ms. Madhu and Ms. Monika who are working
 with
 IBM as trainers.

 NAB helpline is sharing full proceedings of this two hour session in

 Fleet's iPhone has a built-in screen reader called  VoiceOver

 her  finger is touching, allowing her to download the
 restaurant menu and read it,  access her email, and do
 anything else she needs to with the phone, either  by
 converting text into Braille on the separate display or by

 with her iPhone or computer  keyboard. It has a spacebar and
 with eight thumb-sized keys - one that works  as a backspace
 key, another as an enter key, and the remainder that  function

 know,  nobody knew, that Apple was planning an accessible

 Apple has set the bar very high, she said. No other  mobile

 Touch already support more than 30  Bluetooth wireless Braille

 unobtrusively on her lap and connects  to her iPhone via
 Bluetooth, electronically converting the onscreen text  into
 different combinations of pins. She reads by gently but
 firmly  running her fingers over the pins with her left hand
 while navigating the  phone with her right.

 The iPhone is the official phone of blindness,  she told the
 Guardian.

 Until recently, technology, especially that  which converts
 text to audio, has been hastening the demise of  Braille,
 which educators say is a bad thing. Students who can read
 Braille  tend on average to acquire higher literacy rates and
 fare better  professionally later on. But Apple's push into
 the field - coupled with  increasingly affordable Braille
 displays - has the potential to bring Braille  back in a big
 way.

 Fleet's iPhone has a built-in screen reader called  VoiceOver
 that works with all native applications. It tells Fleet what
 her  finger is touching, allowing her to download the
 restaurant menu and read it,  access her email, and do
 anything else she needs to with the phone, either  by
 converting text into Braille on the separate display or by
 reading out  loud to her. (Here's a video of the process at
 work.)

 Fleet also uses  her display to type, rather than navigate
 with her iPhone or computer  keyboard. It has a spacebar and
 with eight thumb-sized keys - one that works  as a backspace
 key, another as an enter key, and the remainder that  function
 as the six dot positions that comprise a Braille  character.

 When Apple released the first accessible iPhone in 2009,  it
 took the blind community by storm, said Fleet. We didn't
 know,  nobody knew, that Apple was planning an accessible
 device. The device went  from being an infuriating brick to a
 fluid, usable, opportunity-levelling  device in one
 iteration.

 Apple has shown that devices aren't  inaccessible because
 they have to be, but because companies made them with a  lack
 of imagination, said Fleet. Apple proved that a blind
 person could  use an interface that didn't have physical
 buttons.

 Anne Taylor,  director of access technology for the National
 Federation of the Blind,  agrees.

 Apple has set the bar very high, she said. No other  mobile
 OS provider, such as Google or Microsoft, has made  Braille
 available on their mobile platform.

 Apple's iPad, iPhone 4,  iPhone 3GS, and third generation iPod
 Touch already support more than 30  Bluetooth wireless Braille
 displays. And the company's recent push into  digital
 textbooks could greatly reduce the time it takes for  Braille
 textbooks to be available to students, not to mention reduce
 their  cost and size: a single print textbook must be
 transformed into several  volumes of Braille.

 Ebooks can be a game changer if they're properly  designed
 because it would allow us to get access to the same books at
 the  same time at the same price as everyone else, said
 Christopher Danielsen,  spokesman for the NFB. Publishers and
 manufacturers have to ensure they are  designed to be
 accessible to work with braille displays. That's what  Apple
 has done. Apple is not perfect but they're way, way ahead  of
 everybody else in this area.

 The benefits of Braille Apple's  accessibility efforts come at
 a pivotal time. For decades now, the number of  Braille users
 has been on the decline. Data from the American  Printing
 House for the Blind's annual registry of legally blind
 students  shows that in 1963, 51% of legally blind children in
 public and residential  schools used Braille as their primary
 reading medium. In 2007 this number  fell to just 10%, while
 in 2011 it stood at under 9%.

 While there are  many reasons for the decline of Braille,
 technology that converts text to  speech has been identified

 As we all know, there is 20% concession in BSNL internet for vi
 person. I?ve given application along with concession and medical
 certificates to BSNL department of my city. There is no any positive
 reply from their side, so if possible, would anybody like to share
 landline number who has taken this same concession as vi person? It

 I am not sure whether I will be able to explain it well. I therefore
 will explain it giving an example. For instance if we give the formula
 1. =25*15% we get 3.75.
 2. =25*13% we get  3.25.

 In the first example, after the decimal point, if the value is greater
 than or equal to 5, I want it to be rounded up to the next digit that
 is 4.

 If the value is less than 5 after the decimal point, I want it to be
 rounded to the previous digit that is 3 in the second example.
 How do I do this? I will be grateful if some one can help me out.

 The complainants, in this case filed a complaint dated 06.09.2011 before the
 Chief Commissioner for Persons with Disabilities under the Persons with
 Disabilities (Equal Opportunities, Protection of Rights and Full
 Participation) Act, 1995 referred to as 'Act' regarding non-reimbursement of
 conveyance expenses to employees with disabilities in NTPC.
 
  
 
 2. Except Shri Prashant Verma, all the three complainants are stated to be
 the employees of NTPC. They have submitted that they are not being
 reimbursed the conveyance expenses.
 
 As per them, the scheme of expenditure for local travel for official
 purposes provides for reimbursement of the petrol expenses only if the
 employee has a vehicle registered in his/her name and he/she holds a valid
 driving license. As many person with disabilities neither can drive nor can
 get a valid driving license even though they may be owning
 two-wheelers/cars, they are not being reimbursed the conveyance expenses.
 
 3. The matter was taken up with NTPC Limited vide letter dated 04.10,2011
 
 4. The respondent vide their letter no.01:HR-Policy:7(16.1) dated 17.11.2011
 submitted that the current pay structure and allowances of employees in NTPC
 is based on the DPE guidelines dated 26.11.2008 regarding revision of scales
 of pay w.e.f. 01.01. 2007 for Central Public Sector Enterprises. These DPE
 guidelines do not provide for special payment of transport allowance to
 persons with disabilities.
 
 5. The complainants in their rejoinder submitted that the transport
 allowance comes under 47% perquisites is applicable to all NTPC employees.
 The existing scheme is applicable to all NTPC executives and workmen. They
 are requesting for waiving the condition of having a self valid driving
 license. As per them a scheme which is meant for all employees should not
 have eligibility conditions which exclude 450 odd employees with
 disabilities. This has resulted in substantial financial loss and
 deprivation of rights of persons with disabilities. Persons who cannot drive
 themselves, should be allowed to produce the valid driving license of the
 person who drives their vehicle. The complainants have enclosed a copy of
 the scheme in Satluj Jal Vidyut Nigam Limited, a public sector undertaking.
 
 6. Upon considering the written submissions of the parties, a personal
 hearing was scheduled for 27.02.2012.
 
 7. During the hearing the representative of the respondent submitted that
 employees with disabilities can avail the company vehicle in the event of
 undertaking any local travel for official purpose. He also clarified that
 while non-disabled employees of the company have an option to avail the
 reimbursement of expenditure for local conveyance for official purpose,
 employees with disabilities do not have any option. He further stated that
 under the current norms of the company, only thosg employees who own a
 vehicle and who have a self valid driving license are eligible to get the
 benefit of reimbursement of expenditure for local conveyance for official
 purpose.
 
 8. The complainants highlighted the following points:
 
 (i) That many employees with disabilities including those with visual
 impairment, naturally cannot drive the vehicle which they may own. Hence to
 deprive them of the option of availing the benefit of the reimbursement of
 expenditure for local travel for

*The Union Budget was a huge disappointment for us, the 70 million disabled
citizens of India.* And for not one but several reasons:



*1: Year 2011-2012 will be the last year of the current XIth Five Year Plan.
We had sincerely hoped that funds would be earmarked for the National
Institute of Universal Design.* In the last Budget, funds were sanctioned
for the Sign Language Research and Training Centre but this had got left
out. We were told that this was due to the lack of resources and we were
promised that “next year” and before the XIth Plan runs out, this Institute
will also be sanctioned.



The Disability Act has been there for the last 15 years but the less said
about accessibility the better. 98% of the constructions (post 1995) are
built in an inaccessible manner. Even the 2% which are supposed to be
accessible are not so due to the lack of awareness and expertise.



When I had served on the Steering Committee of the Planning Commission to
draft the disability component of the XIth Five Year Plan, we had envisioned
this Institute with the hope that once set up, it would serve as a centre of
excellence on the issue of accessibility and universal design. Ideally, it
should have been sanctioned in the very first year itself but it was not! We
have followed up on this year after year after year with the PMO as well as
the Urban Development Ministry but with no fruitful outcome.



*The setting up of the National Institute of Universal Design is a solemn
promise made to the disabled people of India by the Planning Commission
under your Chairership. Sir, please ensure that it is fulfilled this year.*



*2: The National Trust for the Welfare of Persons with Autism, Cerebral
Palsy, Mental Retardation and Multiple Disabilities was set up in 1999. By
and large, it has failed in its mandate. Pre 1999, parents of children with
severe disabilities were asking “what will happen to our children after
us?”. A dozen years have gone by, but the question remains unresolved. Poor
leadership apart, one major reason for nothing substantial to have happened
is the lack of resources.*



*The National Trust was set up with a Corpus of 100 crores. Believe it or
not, Sir, 12 years have gone by but the Corpus stands as it is. It seems
that in the eye of your Government, especially MSJE, this particular
Institution is immune to inflation!* The Trust operates its various schemes
from the interest that it earns from its Corpus, say about Rs. 8-9 or
maximum Rs. 10 crores per annum. That was the budget in 1999-2000 when it
was set up. That remains its budget even over a decade later in 2010-2011
and now, thanks to Hon’ble Finance Minister’s oversight, it will remain the
same this F.Y. also.



*Sir, Hon’ble Finance Minister is quite fond of the figure 300 and he
admitted so much during the Budget speech. I request you, Sir, to please
impress upon him to sanction an additional Rs. 300 crores during this F.Y.
to the Corpus of the National Trust. Now, it is all the more necessary
because under the new scheme of things, the mandate of the Trust is going to
be expanded to include several other disabilities which also have High
Support Needs.*

 Acctually the PDF file available on EGyankosh web site itself is very
 distorted. That is the original problem. Since PDF file available on
 EGyankosh is the source file whether I will convert them into word or
 text file.

 There is growing evidence that the brain can be trained to compensate for
 dead or damaged areas.

 The idea that the brain is hardwired is steadily being overturned.

 On 8 March 1969, an extraordinary experiment was reported in the pages of
 Nature, Europe's leading science journal. It involved a group of people who
 took
 turns to sit in an old dentist's chair and describe the room around them.
 They commented on the presence of a phone on the table, a nearby vase,
 people's
 expressions and how they wore their hair. It was remarkable because all
 were completely blind.

 The scientific establishment took a dim view of the work and, for the most
 part, dismissed it as implausible. But today it stands as one of the first,
 and
 most striking, demonstrations of neuroplasticity, the brain's ability to
 adapt. The blind people had learned to see through the sensation of touch.

 Here's what happened. The back of the chair had been fitted with hundreds
 of tiny stimulators that were hooked up to a video camera. As the camera
 panned
 the room, those in the chair felt tiny vibrations that seemed to dance
 across their skin as the image moved. With practice, the blind volunteers'
 brains
 learned to turn these vibrations into a mental picture of the room. Some
 became so good at it that they ducked when a ball was tossed at the camera.

 Once fringe science

 What was regarded as fringe science 40 years ago is currently at the
 cutting edge of neuroscience. With the right training, scientists now know
 the brain
 can reshape itself to work around dead and damaged areas, often with
 dramatic benefits. Therapies that exploit the brain's power to adapt have
 helped people
 overcome damage caused by strokes, depression, anxiety and learning
 disabilities, and may one day replace drugs for some of these conditions.
 Some studies
 suggest therapies that tap into the brain's neuroplasticity are already
 making a big difference. Children with language difficulties have been shown
 to
 make significant progress using computer training tools that are the
 equivalent of cerebral cross-training. Work is underway to investigate
 whether it
 is possible to stave off a loss of brain plasticity in older age, which
 might help to address memory problems linked to Alzheimer's disease. Some
 psychoanalysts
 are adopting techniques to help people overcome relationship troubles,
 obsessions, worries and bad habits.

 The idea of brain plasticity has been discovered and forgotten many times
 over the centuries. The ancient Greeks accepted the idea, with Socrates
 believing
 that people could train their brains the way gymnasts train their bodies.
 Around the time of Galileo, the idea fell out of favour, as scientists began
 to see the world mechanistically, with each object, organ and even parts of
 an organ being attributed well-defined, unchanging roles. It was these ideas
 that led to the notion of our brains being hardwired, an idea that today
 is steadily being overturned.

 Norman Doidge, a psychiatrist at the University of Toronto and author of
 the New York Times bestseller, The Brain That Changes Itself, says our

you are getting this is because the individual is putting the unsubscribe
