hmmm, bug closed as there is no response from the bug reporter.
Please feel free to
1. reopen it if the system is dead after resume
2. file a bug report at freedesktop if the system is still alive, but with a
black screen.

is the system still alive after resuming?
if yes, this still sounds like a graphics issue to me.

So, I didn't make this clear but this is actually two problems that I
originally thought were one. The first one is with the backlight and the second
one is with the suspend and resume not working. When I suspend and the system
resumes the display is completely off (not just the backlight.)

As backlight sysfs I/F works, the problem you have sounds like a graphics issue
to me.

NVM. This seems to be just a problem with the desktop stack where sometimes it
can get into a state where it can't control the brightness.

Changing the brightness to zero using the sysfs interface does not turn off the
display (you can still very slightly see the GUI on the laptop screen) and the
brightness can be set up and down again (using the sysfs interface) (bypassing
my desktop stack and using sysf directly seems to screw with the desktop and
make it stop working.) Is there a sysfs interface way to actually turn off the
screen and not just the backlight?

Please try the sysfs interface to control backlight
and report if it behaves differently than using xbacklight:

/sys/class/backlight/*/brightness
