Permissions problem while trying to set up Billing to new accounts using API

Hi , I'm getting permissions error when trying to add billing to new 
accounts created and i keep getting CUSTOMER_NOT_WHITELISTED_FOR_API ?

Can somebody please check if I'm doing something wrong in my code :

Adwords Reporting and Account Management

Hi all,

I want to create reports for Adwords Campaigns and Manage Adwords Account. 
I wish to do this by using Adwords API and I already have a test MCC 
account (account 1) which I created a test developer token, refresh token 
and other necessary generated values. I am trying to generate a campaign 
report for another test account (account 2). I believe I will need to link 
account 2 to account 1 and allow account 1 to gain access to account 2. I 
want to try the manual method first before trying it with Adwords API and I 
get the error "This Google Account is already associated with the maximum 
number of Adwords Account". I am pretty sure that account 1 has not other 
Adwords Accounts linked, so does this mean that it is not possible to test 
reporting on another account's Adwords campaign through the use of test 
accounts? I do not expect the report to show anything but I just wanna test 
the linking of the account and if a report can be generated; I would also 
like to use this method to test the account management functionalities. If 
I have to test these functionalities, does it mean I need to use actual 
Adwords Accounts? If that is the case, does it mean I need a developer 
token?

Hello, I'll give you another description of my problem.

A client has an AD account, and he sets up someone else's billing account, 
and now he's going to go to my side.I call the API to delete his 
budgetOrder but can't operate.I have sent him an invitation through the 
interface and accepted it.

I can arbitrarily increase or delete my BudGetOrder

Thank you for your reply.

Unfortunately, this is not the source of my problem.

In the "second step one",  authorizes my app 
to query Adwords API on its behalf.
As you can see on the screenshot here attached, 
 has administrative access to the client 
test account  779-751-4042, which is the account my apps tries to query in 
vain.

I also tried to use the manager test account that created the client test 
account 779-751-4042, with the same results.

What else could it be?

. This attribute should be a list of LogicalUserListOperand

each of which in turn has a child UserList element. Could you make these 
changes and try the request again? If you continue to have an issue with

think it is possible to override the logging properties through the client 
libraries. This said, you may refer to this guide

different logging options available in the Java client library. Let me know

return a list of user interests depending on the criteria. In this 
scenario, this API call will return the user interests based on Brand. The 
CriterionUserInterest

I could verify that the AD_PERFORMANCE_REPORT 

 does 
not return AdType 

 and Headline 

 for 
this specific ad. To investigate the issue further, could you please 
confirm if the Ad has been created from the AdWords API or the web 
interface(new UI or old UI)? 

If the Ad is created through the API, could you enable logging and share 
the complete SOAP request and response logs, so I can take a look? Please 
use *Reply privately to author* option to share the details.

You will be able to use excludeHiddenAccounts 

 field 
to exclude hidden accounts. Specifying the ExcludeHiddenAccounts=true will 
exclude all the hidden accounts during traversal.

That error means that you used a login without an AdWords MCC or AdWords 
account. Maybe it's also possible with an empty MCC.

So, in your second step one, choose a login which actually has rights to 
your AdWords account "779-xxx-x". Note that the dialog may not always 
show the login it will actually use. Usually it has a link "use a different 
accoount" (or something like that), allowing you to choose a login. Do 
ensure you use the right login.
