Thanks for this. My issue was I had different versions of Python and was
using an older version for Adwords API but was upgrading my library in my
default one. Solved this by creating a virtual environment and installing
it there.

yourself that we include later versions of the AdWords API in this release
by downloading the tarball on this page and checking the versions included

From my experience, pip can sometimes be a bit of a fickle utility.
Especially if you're using an older version. You might want to first verify
that you have the latest version of pip installed, as I have noted in
previous cases that older versions sometimes fail to upgrade or install as
expected. If you have the latest version of pip installed and still see
this behavior, try uninstalling googleads and then reinstall it. I would
then suggest you locate your Python Path and take a look at what was
installed and verify that it is what you expect. If installation still
fails despite all this, then the issue is more of a bug with pip. You could
hypothetically manually install the library by overwriting the older
files with updated copies from the tarball you downloaded earlier. That
wouldn't be ideal by any means, but should work.
