You don't have drawings?  Who's the last one to add equipment to the
tower?  Where are their drawings?  If these are rules and an exception was
made for them, can you make it for us?  Keep in mind our wind load
requirements are significantly less than other industries.

Anytime a tower company asks me for a structural engineering I ask them for a 
copy of the most recent one.  I tell them I don’t want to waste my time on fees 
if it won’t pass as is.  I they can’t provide me one I throw it back to them.  
Why do I want to do structural on something that has never had it done?  
Usually this can lead to a waiving of the structural costs or getting the 
company to reimburse the cost of the structural.

And then with that most recent copy, go approach that A company for a quote. 
It’s much easier to update a study they have already done. Should be as simple 
as adding your proposed equipment and then run a new report.
