Them implement a free program like Zello which is basically a push to talk 
system over whatever data network you connect to. You can put a free app on the 
phone or go so far as to buy dedicated radios.

responders use.


I want to say the company out of Dayton wanted something like $80/mo for our 
own channel and two radios?

Mikrotik LHGG with a LM960 card or EM12, etc, put it on the tower at each
site and use a $2/mo IOT sim, it will get cell signal if it's above the
trees, even from 50km away

I would assume you have inet access, toss up a good outdoor access point
and pretty much all cell phone providers support wifi calling.

Starlink Mobile?
How about a Wilson cell phone booster at the top of the towers.  Those are 
cheap and easy.  
It would give you good service in the immediate vicinity of the tower.
