That is beta user pricing. I can imagine that the USAF is probably
still working at the original bandwidth. All users are currently beta

With how much they are losing per terminal, no surprise they don't want to lose anything else on the deal. Also hold up your hand if you _haven't_ seen performance drop on _fill_in_the_blank_ new tech when the customers actually start using it.
