I believe that the 9000 is a re-badged Gemtek, on the Gemtek page it says that a similar-looking model supports standard 802.3AT https://www.gemteks.com/en/products/wireless-broadband/outdoor-cpe - do you have a sacrificial CPE that you can test with such a PSU?
