I submit the following proposal and request its certification:

Amend Rule 2202 by replacing the paragraph beginning "A player CAN" with
the following: "A player CAN, without objection, ratify a specified
public document."

}


Justification for certifiableness: this is arguably broken, given that
what the "scope" of a document means in this context is unclear and that
this is simply not how we have been using RWO.

Side note: this probably means that most recent attempts at RWO failed
for lack of specifying the "scope".
