Comment on 8506:

It's not clear what period of time "if nobody granted em any coins via
this rule" is referring to. For example, this could be interpreted to
mean only the first attempt to grant 2 Coins during the following 7 days
works, or this paragraph only applies if the player has never recieved
any grants under this rule at all.

Also (assuming it's been fixed so it works as apparently intended) it
means if I notice someone's birthday at the last minute, it's kinder for
me to wait and grant 2 coins instead of granting 3 right away. Seems
like a strange incentive.

How about instead saying every time someone has a birthday, each other
player can once grant em Coins by announcement, and (if you want to keep
this part) it's 3 coins if it's on the day itself, otherwise 2.
