I retract this above proposal and create and pend the below proposal using
a pendant. The difference is that hosting a tournament should count.

Title: Ribbons replacement

Amend rule 2438 "Ribbons" by removing the paragraph that begins with
'Platinum (P)'

Append a new paragraph at the end of the rule with the text 'Yellow (Y): A
person qualifies for a yellow ribbon by participating in or hosting a
Tournament'.

Award each player who owned a Platinum Ribbon before this proposal passed a
Yellow Ribbon.

[The reason for it is that I think it's stupid to have two separate ribbons
for the patent title Champion and the Speaker office. They almost always go
together and in cases when someone wins the game but isn't appointed
speaker because of PM inactivity, it's pretty unfair to make them do it
again. I've tried to come up with a suitable replacement.  Also in order to
make it fair on the players who have Platinum ribbons I've grandfathered
them in (for this one time only obviously)]

It originally had the number change, but then I decided that I wouldn't
propose that. Looks like I forgot to update the comment. Thanks for
catching that.
