(3953). Below is my judgement:

When a player cashes a promise, e acts on the creator of the promise's
behalf, causing the creator to act as if e published the promise's text.

So how would Madrid act if e published the following text at the time of
the cashing?

We'll assume "the person who cashes in this Promise" is able to be
evaluated, just as "the bearer" would be. The bearer in this case was
secretsnail, so the text evaluates to "If secretsnail has a Degree, Madrid
transfers em 1 coin, otherwise, Madrid transfers em 2 coins." So if Madrid
published the promise's text, e would certainly be acting to transfer
secretsnail 2 coins, as secretsnail has no Degrees.

Therefore, the cashing of the promise would cause Madrid to act in that
same manner, transferring 2 coins to secretsnail. This transfer is
certainly a game action that Madrid could have taken at the time, so the
Acting on Behalf requirements are met. It seems as though conditionals in
promises generally work as intended so long as they would work if the
creator published them.

As such, I judge CFJ 3954 TRUE.

I assign the following judgement in CFJ 3952:

Arguments:
{

Rule 683 states that "An entity submits a ballot on an Agoran decision
by publishing a notice satisfying [...]". This means that submitting a
ballot is an action taken instantly by publishing certain text (i.e. it
is not continuously evaluated by retrospectively evaluating these
conditions, as was done by the previous iteration of dependent actions).
This means that second paragraph of R2466 does not prohibit acting on
behalf to perform this action.

The conditions set forth in R683 are evaluated as if the agent was the
principal, since no rule explicitly states otherwise. There are clearly
a set of circumstances under which the principal could cast the ballot,
so there are also sets of circumstances under which the agent could cast
the ballot. It is thus POSSIBLE, under certain circumstances, to act on
behalf to cast a ballot.

However, the fact that this is possible in the abstract does not mean
that it's possible in any current circumstances. If the caller wanted
that to be evaluated, e should have made a more specific CFJ. Judged
DISMISS for lack of specificity about the circumstances in the statement.

  When a rule allows one person (the agent) to act on behalf of
  another (the principal) to perform an action, that agent CAN

  Allowing a person to act on behalf of another person is secured at
  power 2.0. This rule takes precedence over any rule that would
  prohibit a person from taking an action, except that it defers to
  any rule that imposes limitations specifically on actions taken on

  An entity submits a ballot on an Agoran decision by publishing a

  entity CAN by announcement withdraw (syn. retract) a ballot that e

  eir previous ballot (if any), then submit a new one. Submitting

I do not believe this is sufficient. Per Rule 208(4), a correct tally
of valid ballots must be provided for your resolution to be EFFECTIVE.
Thus, the first attempted resolution failed. Your CoE prevented that
(incorrect) resolution from ratifying. However, your second attempted
resolution did not clearly state that you were resolving the proposal,
and could not have met the by announcement standard of Rule 208. Thus,
I do not believe any resolution of this proposal has taken effect.
