I submit the following proposal. Don't get me wrong, I'm all for
giving people who have worked in the current system an edge in the new
one. However, letting people have more than a hundred points seems
like a bad idea, as that would allow them to dominate the system for a
long time, and a cap is fundamentally unfair.  I think the square
rooting thing will probably be unpopular, although I'm not really sure
whether it's a good idea.

This gives people a tenth of the number of coins they had. For some
players, that will be more than 50, in addition to the 25 the Point
Installation Act gives every player. To my mind, that's plenty of
starting capital.

If the votes on any proposal, the title of which contains "From each",
authored by twg, are such that it has been or will undoubtedly
be ADOPTED, then this proposal has no effect.

For each facility owned by a player, transfer all coins owned by that
facility to its owner.

For each zombie owned by a player, transfer all coins owned by that
zombie to its owner.

Decrease the coin balance of each player to one-tenth (rounded up to
the next largest integer) of however many coins e possessed before
this sentence took effect.
