I play with the Penguin (gaining one Winsome, one Blot-B-Gone, one Pendant, and one Votive). Per my focus, I grant myself a Voting Card. If I have at least four Voting Cards (I believe I have exactly four), then I cash in four Voting Cards to gain ten Votives.
