They were not profitable, abusive of official position(s), or especially egregious, but they did carry some consequence for the Arbitor's workload and could easily have been avoided by self-recusal. Therefore I believe it is not appropriate to increase or reduce the fine from the base value of 2. I impose the Cold Hand of Justice on Gaelan by levying a fine of 2 blots on em for eir failure to judge CFJ 3795 in a timely fashion.
