I do not believe this is sufficient. Per Rule 208(4), a correct tally
of valid ballots must be provided for your resolution to be EFFECTIVE.
Thus, the first attempted resolution failed. Your CoE prevented that
(incorrect) resolution from ratifying. However, your second attempted
resolution did not clearly state that you were resolving the proposal,
and could not have met the by announcement standard of Rule 208. Thus,
I do not believe any resolution of this proposal has taken effect.
