I change my vote, and act on behalf of nichdel to change eir vote, to PRESENT 
on Proposal 8091. I don’t know enough about the quorum rules to feel like I can 
vote intelligently on that either way.

AGAINST on Proposal 8091. On reflection, it’s more complicated than it
should be. What would people think of quorum = 2/3 of the number of voters
on the last decision? I haven’t figured out the rounding yet, but it’s
simpler and IMO cleaner.
