I vote AGAINST proposal 6166. There's a serious error in the Ruleset,
which shouldn't be ratified under any circumstances.

comex has confessed to me why e's been trying so hard to get a
dictatorship recently; I've been helping him for the same reason
(although e didn't tell me in advance of the possibly-illegal things e's
been doing recently). The bug is in rule 754, which doesn't define
announcement anywhere in the published versions of the FLR or SLR for
months. comex thought that it had been accidentally repealed by
proposal, which would allow real-life announcements (such as that at
BlogNomic) to count in an Agoran-legal sense, just as public messages
do. That's such a major bug that we were trying to fix it via
dictatorship (a proposal would be too slow as it would be exploited in
the meantime, should we maybe have hurried proposals?).

Anyway, it turns that the bug got into the ruleset due to Rulekeepor
error rather than a buggy proposal, so it doesn't exist after all, as
long as the ruleset isn't ratified, and makes our frantic
dictatorship-scamming attempts look rather stupid in retrospect. On the
other hand, I'm much happier it turned out this way, rather than with
the death of Agora due to a badly broken rule.

comex asked me to tell everyone, rather than telling everyone emself,
because e was too embarassed. (On the other hand, this is quite telling
on the people who looked through the ruleset-to-be-ratified and found no
scams; there were no deliberate scams, but was a bad mistake.)

Also, yes there have been too many dictatorship scams recently; 6167 is
now going to fail badly (we were going to force it through via the
nonesxistent bug, and use it to patch the bug itself, before anyone else
spotted it); but probably it's time to calm down and get on with
gameplay now.

Unfortunately, I'm not sure that I can unilaterally avoid this sort of
error in the future.  If someone else can make that guarantee, let
them be Rulekeepor; otherwise, Goethe, there is always the chance of
an accidental, hard-to-catch difference between the ratified voting
results and the published ruleset.  Proposals that explicitly mention
rule text might fail because the text is different; proposals that
number paragraphs might delete important material.  Of course, I'll
always try my utmost to ensure the correctness of the ruleset, but I'm
not convinced that ratification is such a bad idea.  Luckily,
ratifying a past ruleset mass-patches the game so that it was correct,
even if we've been making invalid moves for a year, but even with the
without-objection mechanism there have been cases (insufficiently
powered dependent actions rule!) where ratification might subtly break
and the proposal system is even more vulnerable.

Or let's all post proposals as diffs.
