I think we should keep this escape hatch. For such an essential
concept as proposals, I'd rather have some redundancy. However, it
might be reasonable to change the requirement of Without 3 Objections
to something more restrictive.

I don't think they would have self-ratified. The only self-ratifying
portion of the Promotor's official messages is the list of pending
proposals; I don't find anything in the ruleset about the announcements
of distributing proposals or the existence of the Agoran decisions
about them being self-ratifying.
