The difficulty in ALL win conditions, that 2186 specifies one set of conditions for calling something a win announcement, and that other rules say that it has to be a winning announcement with different (not additional) information (a win announcement that Proposal X has been adopted in R2188) is one worth addressing, I'm happy to take an appeals directive to address this. I generally consider it additive, though I think it's more of a gratuitous clarification and wouldn't affect the actual judgement. The first half of Rule 2186's and/or clause allows for win announcements (e.g. This is a win announcement: Murphy is a player) that satisfy Rule 2186's definition, but do not cause any Winning Condition to be satisfied. Proposal: No more ineffective win announcements (AI = 2, please) Amend Rule 2186 (Victory) by replacing this text: A win announcement is a factually correct announcement explicitly labeled as a win announcement and/or clearly stating that one or more persons win the game. with this text: A win announcement is an announcement meeting all of these requirements: a) It is factually correct. b) It is explicitly labeled as a win announcement and/or clearly states that one or more persons (thereby) win the game. c) It causes at least one Winning Condition to be satisfied, as defined by other rules.

Circularity is easily resolved if you stop thinking of it that way: IF NOT (IF this is a win announcement THEN someone satisfies a winning condition) THEN this is not a win announcement. -coppro
