By the way, this win had a clever bit... it wasn't just semi-apathetic
voting.  Aranea noticed (after voting periods ended) that the vote 
leader in the PM election had voted AGAINST the win.  The PM has
a voting strength of 2 on proposals.  If the PM election had been 
resolved before proposal, the proposal wouldn't have passed.  Aranea 
quietly took control of the IADoP to make sure this didn't happen.

I was waiting a couple days to see if anyone thought it didn't work... I've

The only possible rationale I could think of is that the rules specifying
how to win the game thereby make it impossible to win the game through any
other mechanism, as a standard principle of legal interpretation. But I
didn't want to go to the effort of writing up the CFJ and figured someone
else would.

To be honest, I only figured this out after I had deputized for IADoP
(while preparing the PM election resolution).
