You don't, but a quick archive grep suggests that nobody tried this in a voting message. I also doubt it would work legally, any more than you can publish something by putting it in a header. What Ørjan means (Testing...) is that e slipped it into a field of that last email... I just thought there was something odd about the wording of your proposal clause surrounding Messages, probably nothing, but enough that I took the abundance of caution that nothing fiddly was in there. :)
