Auction Regulations
   This section has the regulations, written by the Treasuror, governing
   how auctions proceed.

Regulation AM0/5
Generalized Auction

  Generalized auctions exist to give context to the form of other
  types of auctions. They CANNOT be held directly. Other auction
  methods that use this type of auction as a starting point can
  override attributes of generalized auctions except when it is
  explicitly stated that that attribute is not able to be
  overridden.
  
  INITIATION: When a person CAN begin an auction by this or any
  derivative method, e CAN only do so by specifying the type of
  auction method to be held, a list of lots to be auctioned off, and
  the currency for the auction in a public message (henceforth the
  "initiation message"). The bidding period starts at this point.
  
  BIDDING: Players CAN place a bid on an auction in its bidding
  period by creating a public message (henceforth a "bid message")
  specifying an amount of that auction's currency. Players CAN
  withdraw from an open auction by announcement.
  
  EXCLUSIVITY: Bids in an auction are grouped into classes of that
  auction. Unless otherwise specified, all bids in a given auction
  are in a single class. A bid CANNOT be made if, in the class it
  would be in, another bid already exists with the bid amount of the
  hypothetical bid.
  
  TERMINATION: The bidding period ends four days after the final
  instance of any of the following events' occurance:
* the auction begins
* a bid is placed
* a player withdraws from the auction
  
  AWARDING: For each auction, there are a number of awardees equal
  to the number of lots. The Nth lot of an auction goes to the Nth
  awardee of that auction. If the identity of an awardee is
  undecidable, then that lot cannot be given away. Auction methods
  specify how awardees are picked for auctions using that method.
  
  PAYMENT AMOUNT: The amount that an awardee in an auction is
  required to pay for eir lot is, unless otherwise specified, the
  amount of the auction's curency specified in eir highest bid on
  that auction.
  
  FUNDED PLAYERS: Derivative auction methods should ensure that only
  players who, at the end of an auction's bidding period, have at
  least as much of that auction's currency as the amount that e is
  required to pay in that auction (hereafter "funded players") can
  be selected as awardees for auctions using that auction method.
  
  DISTRIBUTION: To distribute lots in an auction is to:
* publish a reasonably accurate full history of bids on the
  auction and withdrawals from the auction, and
* for each awardee in that auction, revoke the amount to be paid
  from that awardee and transfer to that player (or grant em if
  the item is new) the set of assets associated with the lot e
  won.
  
  The Auctioneer for an auction CAN, by announcement within fourteen
  days after the bidding period for an auction ends, and SHALL, in a
  timely fashion after that same point, distribute lots. The message
  in which e does so is the "resolution message" for that auction.
  
  ACTIVE BIDS: The set of active bids for an auction is the set of
  all funded, non-withdrawn players' highest bids on that auction.

Acting as referee, I'm bound by current precedent, even if there are open
cfjs which might change that precedent, or if I believe the precedent is
wrong, or if I believe that the crime in question could *really* use some
legislative clarification or a straight-out repeal.

The standing case law for this clause in Rule 2617/2:
  Publicly attempting a forbidden action is PROHIBITED, and is the
  Class-4 Crime of Engaging in Forbidden Arts.
is found in CFJ 3851:

in which "attempt" for the purpose of that clause is "taking action
towards the commission of a crime" or what the perp believed (to
preponderance of evidence) was a crime. In particular, in that CFJ, Judge
PSS found that wrapping a genuine ossifying action in a tabled action
intent (in that case, a w/o objection 'cleaning' of all rules) was "taking
action towards" the crime and so qualified as an attempt and a crime.  In
other words, wrapping a genuinely ossifying action in a proposal, promise,
or tabled intent is still a crime by Judge PSS's interpretation of Rule
2617 in CFJ 3851.

However, it still must be determined, to the preponderance of evidence,
that the action itself would/could be reasonably believed to ossify agora.
Therefore these finger-pointing resolutions:

The preponderance of evidence (in absence of a revealed hidden intent or
something) is that publicly stating "I ossify Agora" (or inventing some
jargon for that phrase) is a typical example of the ISIDTID fallacy that
does nothing and furthers nothing.  So I find both of the finger-points by
nix, above, to be SHENANIGANS.  Note that the second one might violate No
Faking (a previous attempt ran afoul of that), but that's not what the
above fingers were pointed for.

This one isn't as innocent.  We previously found, in CFJs 3580 and 3896
that high-AI proposal-adopted directives like "destroy the universe" or
"destroy Agora" could set up a legal fiction that make Agora
frozen/unplayable. Similar with an adopted proposal stating (at AI 9.9)
"ossify agora".  This *could* set up a legal fiction (if not blocked by
the ossfication protections) that rule changes are IMPOSSIBLE.  And
following the precedent of CFJ 3851, submitting such a proposal is "taking
action towards" the commission of that crime.

This is a strong enough danger - and noting that the proposal has NOT been
withdrawn - that I'd give the full penalty, as it's a textbook case for
this crime. It is not "inconsequential" or "minor" or "accidental" so
doesn't qualify for reduction. In general, don't play with fire/assertions
in Proposals, even seemingly-silly ones, and if you do, retract them when
the point is made/the case is called. In the spirit of uncertainty and
experimentation overall for a new player, especially one who is as active
and contributing as Juan, in this case the action is quite forgivable. I
would actually like to make this a FORGIVABLE crime.  I think an apology
has a great use here, and a good introduction to the silliness from a new
player.

But this pointless thoughtcrime-like Dark Arts thing is Class 4, so it is
a High Crime, which can't be made forgivable.  And (by precedent) it is
very much not Shenanigans.

So, to split the difference, I intend, with 1.5 Agoran Consent, to issue
an indictment by levying a fine of 2 blots (i.e. reduced as much as
typically possible but acknowledging that it's not "harmless") on Juan for
the above mess.

* This week in Agora, players finished up voting on the previous week's
proposals that mostly just patched things, Trigon's duck thesis got some
feedback, 2 stones were distributed through an auction, and the Notary had
to deal with contract cleanup and slight shenanigans.
