As selected on Discord #botspam, the rule for this week is Rule 2585
("Birthday Gifts"). I affirm under penalty of No Faking that, to the
best of my knowledge, the process used in this selection had the correct
distribution.

Rule 2585/7 (Power=1)
Birthday Gifts

  It is considered to be a player's Agoran Birthday on the
  anniversary of the day e first registered. If the day a player
  first registered is unknown, that player CAN, with Agoran consent,
  declare a day to be eir Agoran Birthday. As long as the day a
  player first registered remains unknown, it is considered to be
  eir Agoran Birthday on the anniversary of the day e most recently
  declared as eir Agoran Birthday.
  
  During a player's Agoran Birthday and the 7 days following, each
  other player CAN once acknowledge that person's birthday by
  announcement.  Doing so grants the birthday player 3 boatloads of
  coins if it is actually the day of the player's birthday, and 2
  otherwise.
  
  Players are ENCOURAGED to announce their Agoran Birthdays.

confederated entities)" with "Any entity (including a group of entities
confederated with the intent of forming a single person under this Rule)".

treated as a group person, unless they also wish to confederate for the

Title: Expectations, Values, Bans, and Forgiveness

The goal of this is to expand on our banning system and implement some
clearly defined values into the rules of Agora. This comprises two main
changes.

The first removes the "free speech" clause from R478 and replaces it
with a bill of expectations that largely seek to maximize participation
while recognizing ways in which that might reasonably be abridged.
Nothing here is strictly binding.

The second one expands on the banning system largely through guidelines.
It does not actually add any new mechanisms for banning or unbanning,
but offers a strongly-worded procedure for what should occur before a
ban, and what kind of actions might constitute bannable offenses. It
also adds an official mechanism to attempt to appeal a ban, and what
should be considered when such an attempt is received.

This is largely informed by Jason's current ban system, Murphy's
response to Anti-Cleisthenes, R. Lee's values proto, and parallel
discussions in other spaces. Hopefully I have done justice to everyone's
viewpoints.

Amend R478 by deleting the following text:

Freedom of speech being essential for the healthy functioning of
any non-Imperial nomic, it is hereby resolved that no Player shall
be prohibited from participating in the Fora, nor shall any person
create physical or technological obstacles that unduly favor some
players' fora access over others.

Enact a new Power=3 rule titled "Expectations of Participation" with the
following text:

An "Agoran forum" is a forum with publicity of discussion or
public. Players of Agora have the following expectations of agoran
fora:

* Agoran fora allow equal participation for all players, subject
  to the rules of Agora and the explicitly stated rules of the
  fora.

* The rules of participation in public fora are as closely
  aligned with the rules of Agora itself as possible; a player
  expects to be able to fully participate in all public fora as
  long as eir participation is in line with Agora's rules.

* Agoran fora allow all interested persons, even those that are
  otherwise restricted in eir participation, to read all messages.

* Discussion fora moderators may restrict participation subject to
  eir own clearly stated rules but should only do so to players
  temporarily and proportional to the harm of the rule breakage.

* The content of discussion fora should primarily be about Agora
  itself, or reasonably adjacent topics.

EXPERIMENT 00060 RULE SELECTION

As selected on Discord #botspam, the rule for this week is Rule 1023
("Agoran Time"). I affirm under penalty of No Faking that, to the
best of my knowledge, the process used in this selection had the correct
distribution.

The text of Rule 1023 is reproduced below for convenience:


Rule 1023/40 (Power=2)
Agoran Time

  The following terms are defined:
  
  1. The phrase "in a timely fashion" means "within 7 days". This
 time period is set when the requirement is created (i.e. X days
 before the limit ends). A requirement to perform an action at
 an exact instant (e.g. "when X, Y SHALL Z"), but not "in the
 same message", is instead interpreted as a requirement to
 perform that action in a timely fashion after that instant.
  
  2. The phrase "in an officially timely fashion" means "before the
 end of the next Agoran week". This time period is set when the
 requirement is created (i.e. between 7 and 14 days before the
 period ends).
  
  3. Agoran epochs:
  
   1. Agoran days begin at midnight UTC.
  
   2. Agoran weeks begin at midnight UTC on Monday. Eastman
  weeks begin at midnight UTC on the 1st, 8th, 15th, 22nd,
  and 29th of each Gregorian month; the fifth one of the
  month (if any) lasts till the end of the month.
  
   3. Agoran months begin at midnight UTC on the first day of
  each Gregorian month.
  
   4. Agoran quarters begin when the Agoran months of January,
  April, July, and October begin.
  
   5. Agoran years begin when the Agoran month of January
  begins.
  
   6. A pivot is either the instant at which Agora Nomic began
  (June 30, 1993, 00:04:30 GMT +1200) or an instant at which
  at least one person won the game. When used as a period of
  time, a "Round" (historical syn: "game") is the period of
  time between a pivot and the next pivot.
  
 The "Agoran" qualifier is assumed unless a different definition
 is indicated (e.g. Eastman weeks). These definitions do not
 apply to relative durations (e.g. "within  days after
 ").
  
  4. Two points in time are within a month of each other if:
  
  1. they occur in the same Agoran month;
  
  2. they occur in two consecutive Agoran months, and the later
 of the two occurs in an earlier day in the month than the
 earlier one;
  
  3. they occur in two consecutive Agoran months on the same day
 of the month, and the later of the two occurs at the same
 or earlier time of day.

Power  a specified player's strength is increased by 3 on a
   specified Agoran decision. Escape risk: 40%.

Wealth a specified player earns 5 boatloads of coins. Escape
   risk: 50%.

Soul   a specified non-immune stone is stolen by the
   wielder, then the Soul Stone is transferred to the
   robbed player. Escape risk: 50%.

Sabotage   the AI of a specified AI-majority decision is
   increased by 1. Escape risk: 80%.

Protection a specified stone becomes immune (until the next
   Collection Notice). Escape risk: 70%.

Recursion  can be wielded as any other stone. Escape risk: 70%.

Hot Potato gain 8 boatloads of coins if transferred to a player who
   has not owned the stone since the last time Agora owned
   it.  Escape risk: immune if wielded 3 or more times since
   the last collection notice, else 100%.

Blank  does nothing. Escape risk: 5%.

Alchemypay four of your own cards to gain 7 products of
   your choice. Escape risk: 70%.

Tasty  transfer a bird to yourself. Escape risk: 70%.

Jockey a specified Running horse's Race Position is increased by
   1. Escape Risk: 60%.

I judge this case as follows:

I accept the Caller's arguments.  More explicitly, the only
deregistration mechanism that ziproot could be attempting to use is
the mechanism in Rule 869/49:
>  A player, acting as emself, CAN deregister (cease being a player)
>  by announcement.

The means of performing a by-announcement action are described in Rule 478/40:
>  Where the rules define an action that a person CAN perform "by
>  announcement", that person performs that action by, in a single
>  public message, specifying the action and setting forth intent to
>  perform that action by sending that message, doing both clearly
>  and unambiguously.

Importantly, the use of conditionals in performing by-announcement
actions is not explicitly described in the rules.  Our longstanding
common-law interpretation is that conditionals modify the setting
forth of intent, such that the performer's intent to perform the
action is only set forth if the specified conditions are true.
However, to meet the "clearly and unambiguously" requirement above,
the conditional must be determinate as per Rule 2518/0, otherwise the
intent is ambiguous:
>  If a value CANNOT be reasonably determined (without circularity or
>  paradox) from information reasonably available, or if it
>  alternates indefinitely between values, then the value is
>  considered to be indeterminate, otherwise it is determinate.

Since by-announcement actions occur (as per R478/40) "at the time
date-stamped on that message", the conditional must be reasonably
determinable from information readily available at the time the
message is sent.  Conditionals that depend on future state do not meet
this standard.   I find FALSE.
