Pursuant to Rule 2642, I initiate a stone auction with the following

The method to be used for this auction is a Selective-bid Auction,
defined jointly by regulations AM0 and AM5. In case of contradiction
between either the latest published ACORN or the platonic set of auction
regulations and the below text, the below text shall control.



Regulation AM0/5
Generalized Auction

  Generalized auctions exist to give context to the form of other
  types of auctions. They CANNOT be held directly. Other auction
  methods that use this type of auction as a starting point can
  override attributes of generalized auctions except when it is
  explicitly stated that that attribute is not able to be
  overridden.
  
  INITIATION: When a person CAN begin an auction by this or any
  derivative method, e CAN only do so by specifying the type of
  auction method to be held, a list of lots to be auctioned off, and
  the currency for the auction in a public message (henceforth the
  "initiation message"). The bidding period starts at this point.
  
  BIDDING: Players CAN place a bid on an auction in its bidding
  period by creating a public message (henceforth a "bid message")
  specifying an amount of that auction's currency. Players CAN
  withdraw from an open auction by announcement.
  
  EXCLUSIVITY: Bids in an auction are grouped into classes of that
  auction. Unless otherwise specified, all bids in a given auction
  are in a single class. A bid CANNOT be made if, in the class it
  would be in, another bid already exists with the bid amount of the
  hypothetical bid.
  
  TERMINATION: The bidding period ends four days after the final
  instance of any of the following events' occurance:
* the auction begins
* a bid is placed
* a player withdraws from the auction
  
  AWARDING: For each auction, there are a number of awardees equal
  to the number of lots. The Nth lot of an auction goes to the Nth
  awardee of that auction. If the identity of an awardee is
  undecidable, then that lot cannot be given away. Auction methods
  specify how awardees are picked for auctions using that method.
  
  PAYMENT AMOUNT: The amount that an awardee in an auction is
  required to pay for eir lot is, unless otherwise specified, the
  amount of the auction's curency specified in eir highest bid on
  that auction.
  
  FUNDED PLAYERS: Derivative auction methods should ensure that only
  players who, at the end of an auction's bidding period, have at
  least as much of that auction's currency as the amount that e is
  required to pay in that auction (hereafter "funded players") can
  be selected as awardees for auctions using that auction method.
  
  DISTRIBUTION: To distribute lots in an auction is to:
* publish a reasonably accurate full history of bids on the
  auction and withdrawals from the auction, and
* for each awardee in that auction, revoke the amount to be paid
  from that awardee and transfer to that player (or grant em if
  the item is new) the set of assets associated with the lot e
  won.
  
  The Auctioneer for an auction CAN, by announcement within fourteen
  days after the bidding period for an auction ends, and SHALL, in a
  timely fashion after that same point, distribute lots. The message
  in which e does so is the "resolution message" for that auction.
  
  ACTIVE BIDS: The set of active bids for an auction is the set of

Generalized Auction

  Generalized auctions exist to give context to the form of other
  types of auctions. They CANNOT be held directly. Other auction
  methods that use this type of auction as a starting point can
  override attributes of generalized auctions except when it is
  explicitly stated that that attribute is not able to be
  overridden.
  
  INITIATION: When a person CAN begin an auction by this or any
  derivative method, e CAN only do so by specifying the type of
  auction method to be held, a list of lots to be auctioned off, and
  the currency for the auction in a public message (henceforth the
  "initiation message"). The bidding period starts at this point.
  
  BIDDING: Players CAN place a bid on an auction in its bidding
  period by creating a public message (henceforth a "bid message")
  specifying an amount of that auction's currency. Players CAN
  withdraw from an open auction by announcement.
  
  EXCLUSIVITY: Bids in an auction are grouped into classes of that
  auction. Unless otherwise specified, all bids in a given auction
  are in a single class. A bid CANNOT be made if, in the class it
  would be in, another bid already exists with the bid amount of the

  When a CFJ is open and assigned to a judge, that judge CAN assign

  the facts and legal situation at the time the inquiry case was
  initiated, not taking into account any events since that time:
  
  * FALSE, appropriate if the statement was factually and
logically false.
  
  * TRUE, appropriate if the statement was factually and
logically true.
  
  * IRRELEVANT, appropriate if the veracity of the statement is
not relevant to the game or is an overly hypothetical
extrapolation of the game or its rules to conditions that don't
actually exist, or if it can be trivially determined from the
outcome of another (possibly still undecided) judicial case that
was not itself judged IRRELEVANT.
  
  * INSUFFICIENT, appropriate if the statement does not come
with supporting arguments or evidence, and the judge feels as if
an undue burden is being placed on em by the lack of arguments
and evidence. A CFJ judged as INSUFFICIENT SHOULD be submitted
again with sufficient arguments/evidence.
  
  * DISMISS, appropriate if the statement is malformed, undecidable,
if insufficient information exists to make a judgement with
reasonable effort, or the statement is otherwise not able to be
answered with another valid judgement. DISMISS is not
appropriate if PARADOXICAL is appropriate.
  
  * PARADOXICAL, appropriate if the statement is logically

  auction method to be held, a list of lots to be auctioned off, and
  the currency for the auction in a public message (henceforth the

Agoran Time

  The following terms are defined:
  
  1. The phrase "in a timely fashion" means "within 7 days". This
 time period is set when the requirement is created (i.e. X days
 before the limit ends). A requirement to perform an action at
 an exact instant (e.g. "when X, Y SHALL Z"), but not "in the

   This section has the regulations, written by the Treasuror, governing
   how auctions proceed.

Regulation AM0/5
Generalized Auction

  Generalized auctions exist to give context to the form of other
  types of auctions. They CANNOT be held directly. Other auction
  methods that use this type of auction as a starting point can
  override attributes of generalized auctions except when it is
  explicitly stated that that attribute is not able to be
  overridden.
  
  INITIATION: When a person CAN begin an auction by this or any
  derivative method, e CAN only do so by specifying the type of
  auction method to be held, a list of lots to be auctioned off, and
  the currency for the auction in a public message (henceforth the
  "initiation message"). The bidding period starts at this point.
  
  BIDDING: Players CAN place a bid on an auction in its bidding
  period by creating a public message (henceforth a "bid message")
  specifying an amount of that auction's currency. Players CAN
  withdraw from an open auction by announcement.
  
  EXCLUSIVITY: Bids in an auction are grouped into classes of that
  auction. Unless otherwise specified, all bids in a given auction
  are in a single class. A bid CANNOT be made if, in the class it
  would be in, another bid already exists with the bid amount of the
  hypothetical bid.
  
  TERMINATION: The bidding period ends four days after the final
  instance of any of the following events' occurance:
* the auction begins
* a bid is placed
* a player withdraws from the auction

The goal of this is to expand on our banning system and implement some
clearly defined values into the rules of Agora. This comprises two main
changes.

The first removes the "free speech" clause from R478 and replaces it
with a bill of expectations that largely seek to maximize participation
while recognizing ways in which that might reasonably be abridged.
Nothing here is strictly binding.

The second one expands on the banning system largely through guidelines.
It does not actually add any new mechanisms for banning or unbanning,
but offers a strongly-worded procedure for what should occur before a
ban, and what kind of actions might constitute bannable offenses. It
also adds an official mechanism to attempt to appeal a ban, and what
should be considered when such an attempt is received.

This is largely informed by Jason's current ban system, Murphy's
response to Anti-Cleisthenes, R. Lee's values proto, and parallel
discussions in other spaces. Hopefully I have done justice to everyone's
viewpoints.

Amend R478 by deleting the following text:

Freedom of speech being essential for the healthy functioning of

   This section has the regulations governing the Birthday Tournament.

Birthday Tournament 0

  P.S.S. CANNOT win this Tournament or become a Contestant. P.S.S.
  is the Gamemaster and Judge of this game.
  

Regulation BT1/0
Birthday Tournament 1

  Until July 7 or 7 days after the promulgation of these
  regulations, whichever is later, any person CAN enter the contest
  (becoming a Contestant) by announcement, acting as emself, as long
  as no more than six other persons have already done so.
  

Regulation BT2/0
Birthday Tournament 2

  The Gamemaster CAN cause any person to cease to be a Contestant by
  announcement. The Gamemaster CAN cause any consenting person to
  become a Contestant by announcement. The Gamemaster CAN, by
  announcement, amend the gamestate by substituting one Contestant
  into all instances of another Contestant. If fewer than seven
  persons have become Contestants, the Gamemaster CAN replace the
  text of these regulations with appropriate regulations for a
  Nomic-inspired game, such as FRC, an experimental Nomic, or a
  sub-Nomic. The Gamemaster CAN amend the text of these regulations
  arbitrarily in order to prevent breaches of Agoran custom or
  rules. The Gamemaster SHOULD NOT take any actions permitted by
  this section unless it is in the best interests of the game.
  

Regulation BT3/0
Birthday Tournament 3

  When all contestants except one have been eliminated from the
  contest, the victor is the last contestant remaining. The judge
  SHALL then, with 2 days notice, announce them as winners,
  whereupon they win the tournament and the tournament is concluded.
  If the judge believes that more than one person is deserving of
  the win, e CAN announce them all as winners. The judge SHOULD
  award a badge to all participants in the Tournament, broadly
  construed, after the conclusion of the Tournament unless it has
  not been completed in a satisfactory manner.
  

Regulation BT4/0
Birthday Tournament 4

  The judge is the final arbitor on matters of this tournament, and
  eir decisions can be overturned if and only if a CFJ finds eir
  decisions were made with arbitrary or capricious disregard for the
  terms of these regulations. The judge shall adjudicate these
  regulations in an equitable manner, with emphasis placed on the
  intent of the clauses and the fair treatment of all parties.

Birthday Tournament 5

  Sections numbered 0 through 5 CANNOT be amended except according
  to the procedures established by Section 2 or the rules of Agora.

  The game SHALL be conducted on a map mechanically
  indistinguishable from that appearing at [2]. The Gamemaster SHALL
  assign Great Powers to Contestants according to an equitable and
  random method.

  Contestants may seek the assistance of non-Contestants. If any do
  so, they SHALL notify the Judge and publicly announce the
  identities of any such non-Contestants and what assistance they
  will provide. This could include negotiating on eir behalf,
  providing feedback on orders, or drafting proposals on eir behalf.

  At any time, any Contestant CAN submit a Proposal to change these
  regulations by announcement. Any Contestant CAN withdraw any
  Proposal e has submitted by announcement. When a Proposal has been
  submitted but not withdrawn, any Contestant other than the
  Proposer CAN privately send a vote to the Judge. When a Proposal
  has received a number of non-withdrawn votes in favor greater than

[First, a partial reset.  People with negative karma are mostly zombies
or people with fairly old sins; worth a full forgiveness/reset. People
with positive karma have generally done good things more recently - a
partial reset for them, akin to the just-passed July releveling.  Agora
is balanced one last time so we can start counting total positivity or
negativity from here on out.]

Each person with positive karma has eir karma set to half its current
value, rounded up.

Each person with negative karma has eir karma set to 0.

Agora's karma is then set such that the sum of all Karma values in the
game equals 0.

Birthday Tournament 0

  P.S.S. CANNOT win this Tournament or become a Contestant. P.S.S.
  is the Gamemaster and Judge of this game.
  

Regulation BT2/1
Birthday Tournament 2

  The Gamemaster CAN cause any person to cease to be a Contestant by
  announcement. The Gamemaster CAN cause any consenting person to
  become a Contestant by announcement. The Gamemaster CAN, by
  announcement, amend the gamestate by substituting one Contestant
  into all instances of another Contestant.  The Gamemaster CAN
  amend the text of the Diplonomic 2020 rules arbitrarily in order
  to prevent breaches of Agoran custom or rules. The Gamemaster
  SHOULD NOT take any actions permitted by this section unless it is
  in the best interests of the game.
  

Regulation BT3/0
Birthday Tournament 3

  When all contestants except one have been eliminated from the
  contest, the victor is the last contestant remaining. The judge
  SHALL then, with 2 days notice, announce them as winners,
  whereupon they win the tournament and the tournament is concluded.
  If the judge believes that more than one person is deserving of
  the win, e CAN announce them all as winners. The judge SHOULD
  award a badge to all participants in the Tournament, broadly
  construed, after the conclusion of the Tournament unless it has
  not been completed in a satisfactory manner.

Birthday Tournament 4

  The judge is the final arbitor on matters of this tournament, and
  eir decisions can be overturned if and only if a CFJ finds eir
  decisions were made with arbitrary or capricious disregard for the
  terms of these regulations. The judge shall adjudicate these
  regulations in an equitable manner, with emphasis placed on the
  intent of the clauses and the fair treatment of all parties.

  This year's Birthday Tournament shall be known as "Diplonomic
  2020" and governed by these regulations and the Diplonomic 2020
  rules.

Birthday Tournament 27

  The Diplonomic 2020 rules SHALL be promulgated by the Gamemaster
  no later than July 10. All Contestants and the Gamemaster SHALL
  obide by them. The Gamemaster CAN amend the Diplonomic 2020 rules
  in accordance with those rules and these regulations.

Birthday Tournament 28

  Unless explicitly permitted by the Diplonomic 2020 rules, all
  Contestants SHALL NOT engage in any behaviors outside of
  Diplonomic 2020 as part of negotiations or other activities

Birthday Tournament 2

  The Gamemaster CAN cause any person to cease to be a Contestant by
  announcement. The Gamemaster CAN cause any consenting person to
  become a Contestant by announcement. The Gamemaster CAN, by
  announcement, amend the gamestate by substituting one Contestant
  into all instances of another Contestant.  The Gamemaster CAN
  amend the text of the Diplonomic 2020 rules arbitrarily in order
  to prevent breaches of Agoran custom or rules. The Gamemaster
  SHOULD NOT take any actions permitted by this section unless it is
  in the best interests of the game.
  

Regulation BT3/0
Birthday Tournament 3

  When all contestants except one have been eliminated from the
  contest, the victor is the last contestant remaining. The judge
  SHALL then, with 2 days notice, announce them as winners,
  whereupon they win the tournament and the tournament is concluded.
  If the judge believes that more than one person is deserving of
  the win, e CAN announce them all as winners. The judge SHOULD
  award a badge to all participants in the Tournament, broadly
  construed, after the conclusion of the Tournament unless it has
  not been completed in a satisfactory manner.

Birthday Tournament 4

  The judge is the final arbitor on matters of this tournament, and
  eir decisions can be overturned if and only if a CFJ finds eir
  decisions were made with arbitrary or capricious disregard for the
  terms of these regulations. The judge shall adjudicate these
  regulations in an equitable manner, with emphasis placed on the
  intent of the clauses and the fair treatment of all parties.

  This year's Birthday Tournament shall be known as "Diplonomic
  2020" and governed by these regulations and the Diplonomic 2020
  rules.

  The Diplonomic 2020 rules SHALL be promulgated by the Gamemaster
  no later than July 10. All Contestants and the Gamemaster SHALL
  obide by them. The Gamemaster CAN amend the Diplonomic 2020 rules

Auction Regulations
   This section has the regulations, written by the Treasuror, governing
   how auctions proceed.

Regulation AM0/0
Generalized Auction

  Generalized auctions exist to give context to the form of other
  types of auctions. They cannot be held directly. Other auction
  methods that use this type of auction as a starting point can
  override attributes of generalized auctions except when it is
  explicitly stated that that attribute is not able to be
  overridden.
  
  1. INITIATION:
  * The auctioneer CAN begin an auction that e is authorized to
by creating a public message (henceforth the "initiation
message"), specifying the type of auction method that will
be held, a list of lots that will be auctioned off, and the
currency that the auction uses. Bidding is initally open.
  * Derivative auction methods cannot specify the exclusion of
any information listed above from the initiation message of
auctions using that method.
  2. BIDDING:
  * Players CAN place a bid on an open auction by creating a
public message (henceforth a "bid message") specifying a
number of the auction's currency as eir bid not equal to the
bid of another player.
  * Players CAN withdraw from an open auction by announcement.
  3. TERMINATION:
  * Bidding is closed four days after either the beginning of
the auction or after the most recent bid was placed,
whichever is later. The auction ends at this time as well.
  4. AWARDING:
  * For each auction, there are a number of awardees equal to
the number of lots. The Nth lot of an auction goes to the
Nth awardee of that auction. If the identity of an awardee
is undecidable, then that lot cannot be given away.
  * Auction methods specify how awardees are picked for auctions
using that method.
  * Derivative auction methods should ensure that only players
who have at least as much of that auction's currency as eir
highest bid on that auction (hereafter "funded players") can
be selected as awardees for auctions using that auction
method.
  * The auctioneer of an auction SHALL within, four days after
the ending of that auction, create a public message
(henceforth the "termination message") that contains a full
history of bids on the auction and withdrawals from the
auction. It should also clearly indicate each awardee and
the lot e recieves.
  5. CLAIMING:
  * For a period of seven days after an auction ends, each
awardee of that auction CAN transfer (or create in eir own
possession if the item is new) the set of assets associated
with the lot e won by paying a fee corresponding to eir
winning bid.

Forward Auctions

  Forward auctions function like generalized auctions except:
  
  * The Nth awardee for a forward auction is the player who
submitted the Nth-highest bid in the set of all funded,
non-withdrawn players' highest bids on that auction.
  

Regulation AM2/0
Sealed-bid Auctions

  Sealed-bid auctions function like generalized auctions except:
  
  * Players can only submit bids on a sealed-bid auction if they do
not have a bid in that auction.
  * Bids must be initially hidden so that it is impossible to tell
its value but that it is verifiable that the amount bid was *
decided before the bid was placed. Anything that claims to be a
bid and fits these conditions is considered a bid.
  * Sealed-bid auctions do not end when bidding is closed. Instead,
they end four days afterward.
  * Each player SHOULD reveal eir bid amount on a sealed-bid auction
while the auction is closed but has not ended. If e does not do
so then eir bid is nulled.
  * The termination message also includes whether or not each bid is
null.
  * The Nth awardee of a sealed-bid auction is the non-withdrawn
funded player whose bid is not nulled and is the Nth highest of
all bids placed.

Auction Regulations
   This section has the regulations, written by the Treasuror, governing
   how auctions proceed.

Regulation AM0/0
Generalized Auction

  Generalized auctions exist to give context to the form of other
  types of auctions. They cannot be held directly. Other auction
  methods that use this type of auction as a starting point can
  override attributes of generalized auctions except when it is
  explicitly stated that that attribute is not able to be
  overridden.
  
  1. INITIATION:
  * The auctioneer CAN begin an auction that e is authorized to
by creating a public message (henceforth the "initiation
message"), specifying the type of auction method that will
be held, a list of lots that will be auctioned off, and the
currency that the auction uses. Bidding is initally open.
  * Derivative auction methods cannot specify the exclusion of
any information listed above from the initiation message of
auctions using that method.
  2. BIDDING:
  * Players CAN place a bid on an open auction by creating a
public message (henceforth a "bid message") specifying a
number of the auction's currency as eir bid not equal to the
bid of another player.
  * Players CAN withdraw from an open auction by announcement.
  3. TERMINATION:
  * Bidding is closed four days after either the beginning of
the auction or after the most recent bid was placed,
whichever is later. The auction ends at this time as well.
  4. AWARDING:
  * For each auction, there are a number of awardees equal to
the number of lots. The Nth lot of an auction goes to the
Nth awardee of that auction. If the identity of an awardee
is undecidable, then that lot cannot be given away.
  * Auction methods specify how awardees are picked for auctions
using that method.
  * Derivative auction methods should ensure that only players
who have at least as much of that auction's currency as eir
highest bid on that auction (hereafter "funded players") can
be selected as awardees for auctions using that auction
method.
  * The auctioneer of an auction SHALL within, four days after
the ending of that auction, create a public message
(henceforth the "termination message") that contains a full
history of bids on the auction and withdrawals from the
auction. It should also clearly indicate each awardee and
the lot e recieves.
  5. CLAIMING:
  * For a period of seven days after an auction ends, each
awardee of that auction CAN transfer (or create in eir own
possession if the item is new) the set of assets associated
with the lot e won by paying a fee corresponding to eir
winning bid.

Forward Auctions

  Forward auctions function like generalized auctions except:
  
  * The Nth awardee for a forward auction is the player who
submitted the Nth-highest bid in the set of all funded,
non-withdrawn players' highest bids on that auction.
  

Regulation AM2/0
Sealed-bid Auctions

  Sealed-bid auctions function like generalized auctions except:
  
  * Players can only submit bids on a sealed-bid auction if they do
not have a bid in that auction.
  * Bids must be initially hidden so that it is impossible to tell
its value but that it is verifiable that the amount bid was *
decided before the bid was placed. Anything that claims to be a
bid and fits these conditions is considered a bid.
  * Sealed-bid auctions do not end when bidding is closed. Instead,
they end four days afterward.
  * Each player SHOULD reveal eir bid amount on a sealed-bid auction
while the auction is closed but has not ended. If e does not do
so then eir bid is nulled.
  * The termination message also includes whether or not each bid is
null.
  * The Nth awardee of a sealed-bid auction is the non-withdrawn
funded player whose bid is not nulled and is the Nth highest of
all bids placed.
