If you want to purchase stand alone scanner, I have settled down on
two HP models after my research. First HP Scanjet Pro 3500 F1, second
HP Scanjet Pro 2500 f1. Both models comes with flatbed cum automatic
document feader. As per the specifications the speed of the scanner is
quite impressive and features are also good. If anyone using any of
these scanners, let us know your experience. But the down side is they
are little bit expensive, near about 35,000 and 22,000 respectively.

“I am a disabled person and not divyang. I don’t want to stand out
like some star to highlight I am a blind woman,” says Sharmishtha
Atreja, Assistant Professor at Department of Philosophy at University
of Delhi. Sharmishta is 30 years old and suffers from Retinitis
Pigmentosa — a genetic condition that led to blindness early on in her
life.

On December 25, 2015, Prime Minister Narendra Modi in his radio
program ‘Mann ki Baat’ proposed that the term ‘divyang’ (divine body)
should be used for persons with disability instead of ‘viklang’
(disabled). “Though I am apolitical, I have reservations about how
this current government is rephrasing the terminology involving the
disabled,” says Sharmishta as she explains that the term divyang
refers to ‘pushing the burden to God.’

According to 2011 Census, 62 per cent of the literate population among
the visually disabled are men. The trend is reversed among illiterate
population as more than 58 per cent of them are women.

The Goods and Service Tax (GST) announced by the government recently,
that is set to be launched on July 1, imposes five to 18 per cent
taxes on a range of aids and appliances used by persons with
disabilities including Braille Paper and typewriters. All these
appliances and devices were till date exempt from all taxes like Sales
Tax, VAT, Excise, Customs etc. This will change with GST.

According to a press statement issued by the Disability Rights
Organisations’ Forum, “This proposal militates against the spirit and
mandate of the Rights of Persons with Disabilities Act, 2016 which
obliges the State to provide all aforesaid assistive devices,
equipment and Braille books to persons with disabilities either free
or at affordable cost.”

In her three-room, neatly organized apartment in North Delhi, the
voice on the speaker booms as Sharmishta’s fingers move swiftly on the
touchpad of her small laptop. She is updating her commute music
playlist. As the cursor hovers over tiny icons on her home screen, the
text-to-speech synthetic voice on the speaker obediently calls out
their names. She soon puts the device on sleep mode. “So you have
already seen how I use my laptop,” she sheepishly grins.

Sharmishta says the language used for disabled people by the
government is in dire need of reorientation especially when it comes
to distributing aid like wheelchairs or canes. “It is usually
publicised that these things have been donated. The fact is that it is
not donation. The government is required to provide amenities for the
disabled as it is our right.”

Activists often point out that in India, words like ‘andha’ (blind)
and ‘kaana’ (person blind in one eye) are often used in derogatory
manner. Sharmishta points out that the popular narrative around
disabled people is extremely patronising. She says, “In the CBSE
books, why are there no stories about students respecting their blind
teachers? Why is emphasis laid down on just ‘helping’ the blind
people?”

Growing up in Faridabad, Sharmishtha’s teenage life was rife with
struggles as she tried to come to terms with her blindness. “I
remember once somebody came at our house for a survey asking if there
were any disabled people in our house. I shouted out saying no and
slammed the door,” she recalls. “In your growing years, especially
during puberty, it becomes very difficult to even accept this is
happening to you.”

In a report published by the National Federation of the Blind, author
Barbara Pierce notes that young blind women, who are approaching
adolescence, face multiple social problems owing to the age group they
belong to. “People, my age, were going to cafes, restaurants and
talking about boyfriends. It bothered me then that I had to spend time
in a centre and miss out on common teenage fancies,” Sharmishta
reminisces. With a hint of mischievousness in her eyes, she shares how
she had to bang her head against the wall multiple times while she was
in the centre so that her family would take her home.

Sharmishtha has a disdain for the constant gaze of pity for disabled
women. “Women with disability must put their foot down and say they
are independent. I have even helped with the family business. Even
today, I am the only one who is earning in the family,” she says.

At workplace, there are a number of challenges that crop up for this

goods and services tax
 (GST) will play party-pooper to many fundraisers or charity events
organised by non-government organisations (NGOs) and non-profit clubs.
There is likely
to be a steep decline in events as the total landed cost of holding
them would increase by at least 20%.

Many clubs and NGOs that hold meetings or fundraising events would not
be able to get an input credit of the food expenses unlike in current
tax regime
where they would get sales tax credit.

Not just that, many clubs and NGOs are complaining that under GST they
won’t even get input credit on GST paid on the fees paid by their
members.

“Fundraisers may just become an expensive affair. In many cases, input
credit would not be available under GST food and beverages not to
mention the actual
cost of certain services, like say tax on entertainment tickets, is
pegged at 28%,” said Sachin Menon, Head,
Indirect Tax,
KPMG India.

Many clubs like Lions Club or Rotary Club fear that in a way there
could be double taxation for them under GST.

“Whenever we have fundraisers we have to organise events, but GST
could be a double whammy for us. Not only do we have to pay 18% GST on
the membership
fee we collect, when this is spent we also pay GST, but do not get
input credit for the same,” said Ravi Adukia, treasurer, Rotary Club
of Bombay

They collect fees from their members and pay an annual fee to the
parent organisation.
The objective of these clubs is to collect funds for some social
activities. Fundraisers or events would normally be held at hotels.
While GST rate for

“We call high networth individuals for these fundraising events. The
objective is to collect funds and then donate it,” said an NGO
official.

“We used to get an input credit for
service tax
 of about 10.15% to 14.5% for both food and beverages cost as well as
subscription paid by members, which is not available under GST. For
us, it would
be double taxation as not only are we incurring GST at the rate of 18%
on subscription, we would get no input tax credit when that money is
spent on food
and beverages during an event,” said Ashok Mehra, a chartered
accountant who helps many clubs with their taxes.

The issue under GST is that the framework does not allow credit of
expenses incurred for activities that may not be directly construed as
related to business.
This would include expenses incurred for food and beverages.

Insiders say many clubs would now try to create structures that can
circumvent GST regulations. “The rules would force many clubs to limit
number of partners
and fees collected from them to stay out of GST net,” said a senior
official with a Mumbai-based club. “We don’t mind paying GST on the
subscription fees
but not allow input credit for food and beverage expenses incurred
during meetings or events is a huge expense for us,” he said.

I’ve been wanting to write a thing about blindness and the body for
years and years, but I couldn’t pin down the core of it. Every time I
would try to start, it just sort of wandered away from me and went
into territory I wasn’t trying to cover. But I think I’ve finally
figured it out, and who knows if I’ll ever turn it into a full
polished piece, so I’m just going to say it here, now, like this,
before I lose it again.

When you’re a totally blind person, your only idea of your appearance
comes from other people. I mean, within reason, obviously. I know I
have a crooked tooth that kind of sticks out, for example, without
needing to be told that, and I know roughly how my height compares to
others’ and what my general body shape is and that I have very dry and
sensitive skin that requires a lot of managing and etc etc. But as a
blind person, you don’t know if you’re attractive to other people
unless they tell you, and you don’t know why you’re attractive unless
they tell you, and you don’t know if your appearance differs in any
major, noticeable way from other people’s unless they tell you. And
then, all you have to go on is still what one person tells you, and
maybe another person will tell you a completely different thing, and
so your idea of your appearance and attractiveness fluctuates and is
never completely stable.

And when you’re a blind woman, in particular, you have to contend with
all these uncertainties while still being expected to perform the
culturally appropriate standards of womanhood, and, arguably, to
perform them to a degree not everyone is expected to because you’re
disabled and need to compensate for that. So you live your life trying
to do this thing that’s kind of … fundamentally impossible? Or at
least, impossible without the input of others, which, again, is biased
and one-dimensional (that’s not the right term, but I’ll figure out
the right one later). You know that you’re constantly being observed
and judged in a way you can’t control and in a way you can’t ever
fully measure up to, and when you try, you don’t know if you’ve gotten
it right or if it will be obvious that you really have no idea what
you’re doing and everyone can tell and just won’t say anything.

There are so many articles and blog posts and audio series’ that are
geared toward helping blind women learn to put on makeup, and so many
threads on Facebook and Twitter about how to figure out which colors
match and which don’t so you know what to wear, and how to dress
professionally for job interviews so your potential employer will take
you more seriously. And I understand why all of this exists and feels
necessary (to a degree), but it makes me so, so anxious and always
has. I do have a double anxiety disorder (generalized and social),
which contributes, but I feel so scrutinized in public and, in
different ways, in private, and I do it to myself, too, when no one
else is around doing it for me. And I think this is largely why.

I’ll never be able to say with certainty that this is what I look
like, and this is what I judge my own attractiveness level to be
regardless of what other people tell me it is, and I’ll never be able
to feel entirely confident going out in public without first
Facetiming my mom to make sure my outfits coordinate and my hair isn’t
doing anything weird and my jewelry works. And I’ll always feel like I
have to do that, even when I don’t want to, because the world is
watching and forming judgments and yes, this is the case for everyone,
but when you can look in a mirror and see yourself, generally you have
an idea of what you look like. You know whether or not you’ve achieved
the aesthetic you were going for, and whether or not you have
something on your face and whether or not you need to swap that
headband for this one, and you know that when you go out, people are
going to see what you want them to see, what you’ve created for them
to see. I want that power, and I’ll never have it, and all I can ever
do is mimic it to the best of my abilities.

This is also why, I think, I don’t take compliments well. I’ve been
told this often throughout my life, in varying ways, and I know it’s a
problem. But how do I know how to assimilate that compliment into my
perception of myself, or if I even should? How do I know if it’s true?
I guess you could argue that if it’s genuine and feels true to the
person giving it, that should be enough, but … it’s not. That sounds
terrible, but it’s the way I feel. I don’t want to do this, to pick
apart everything someone says to or about me with regard to my
physical appearance trying to figure out where it fits or if it fits
at all, but I don’t know how else to form a picture of myself.

I deeply, deeply admire blind people and especially blind women who
have managed to reach a place where they don’t care about these
things, or who feel confident that they’ve mastered them sufficiently
to exist in the world in

an action research project titled ‘Violence against Women and Girls with
Physical Disabilities in India: Understanding the Issues and Promoting
Legal Empowerment’. Professor Renu Addlakha is the project director of this
two year research-cum-advocacy project being funded by the South Asia
Women’s Fund (SAWF). The project has a two-fold agenda:

a. To conduct empirical research on the topic of violence against women and
girls with physical disabilities (including sensory disabilities) in India.
This work would enter the public domain in the form of presentations at
seminars, conferences and publications.

b. To develop a legal literacy training manual for empowerment of girls and
women with physical disabilities (including sensory disabilities). This
manual would be distributed among NGOs, schools, colleges, corporate and
other organisations and institutions engaging with disability issues in
different domains of public life in India.

As a first step into this work, we are conducting a needs assessment survey
with critical stakeholders in the disability sector to get an idea of their
opinion on prevalence and importance of the issue and the need for a legal
advocacy tool to empower a vulnerable group of the population to access
justice.

The National Health Policy (NHP), 2017, is long on banalities and
short on specifics. In a somewhat glaring omission, little has been
said about the rapid
rise in the share of the old — i.e. 60 years or more — and associated
morbidities, especially sharply rising non-communicable diseases
(NCDs) and disabilities.
In the context of declining family support and severely limited
old-age income security, catastrophic consequences for destitutes
afflicted with these
conditions can’t be ruled out. Besides, continuing neglect and failure
to anticipate these demographic and epidemiological shifts — from
infectious diseases
to NCDs — may result in enormously costlier policy challenges. An
estimate provided for the 2014 World Economic Forum suggests that NCDs
may cost as much
as $4.3 trillion in productivity losses and health-care expenditure
between 2012 and 2030, twice India’s annual GDP.

Detailed projections of the old in India by the United Nations
Population Division (UN 2011) show that India’s population, ages 60
and older, will climb
from 8% in 2010 to 19% in 2050. By mid-century, their number is
expected to be 323 million.

Population dynamics and a rapidly changing age structure reflect the
combined impact of increasing life expectancy and declining fertility.
Life expectancy
at birth in India climbed from 37 years in 1950 to 65 years in 2011,
stemming from declines in infant mortality and survival at older ages
due to public
health improvements. The key question is whether longer lives have
translated into healthier lives. Our evidence raises serious doubts.

Evidence from IHDS survey

Our analysis, based on the India Human Development Survey (IHDS) 2015,
the only nation-wide panel survey covering the period 2005-2012,
throws new light
on these issues. A major advantage of the panel survey is that the
same individuals are tracked over a period of seven years.

The prevalence of high blood pressure among the old almost doubled
over the period 2005-12; that of heart disease rose 1.7 times; the
prevalence of cancer
rose 1.2 times; that of diabetes more than doubled, as also that of
asthma; other NCDs rose more rapidly (i.e. by two and a half times).

A related question is whether multi-morbidity (i.e. co-occurrence of
two or more NCDs) also rose over this period. Often multi-morbidities
occur non-randomly
or systematically. The prevalence of high blood pressure and heart
disease rose more than twice while that of high blood pressure and
diabetes nearly doubled.

Wealth quartiles were constructed to examine whether prevalence of
NCDs varied across them and over time. The burden of NCDs shifted from
the most affluent
to the least affluent over this period. In both the first (least
wealthy) and fourth (wealthiest) quartiles, the prevalence rose
sharply in most cases
but in all the rises were faster among the least wealthy. The ratio of
high blood pressure in the first quartile relative to the fourth rose
from 0.36
in 2005 to 0.40 in 2012; that of heart disease rose from 0.31 to 0.38;
that of diabetes from 0.23 to 0.34; and that of blood pressure and
heart disease
rose from 0.11 to 0.58. As NCDs are associated with a large majority
of deaths among the old — about 93% of the total deaths among 70 years
or more in
2013 — they are now more vulnerable to mortality risk. In fact, the
least wealthy have become more susceptible to this risk.

By age 60, the major burdens of disability and death arise from
age-related losses in hearing, seeing or moving, and NCDs (WHO, 2015).
Thus co-occurrence
of disability and NCDs poses a higher risk of mortality.

Assessing disability

Disability is the umbrella term for impairments, activity limitations
and participation restrictions. An assessment of functioning in
activities of daily
living (ADLs) is one method widely used to assess disability in older
persons. Disability is usually measured by a set of items on
self-reported limitations
with severity of disability ranked by the number of positively
answered items. Disabilities in ADL show dependence of an individual
on others, with need
for assistance in daily life.

In select disabilities, there is a sharp rise with age and over time.
Difficulty in walking was 1.7 times greater in the age group 70-plus
years relative
to 60-69 years in 2012. Over the period 2005-2012, overall prevalence
rose 6.1 times. Difficulty in using toilet facilities was 2.3 times
higher among
the older group (70-plus years). Overall prevalence was five times
higher in 2012. Difficulty in dressing was about 2.5 times higher in
the older group.
Overall prevalence jumped about five times between 2005-12. Hearing
difficulty was just under twice as high among the older group in 2012,
while the overall
prevalence rose 4.7 times over this period.
