When I click on a picture and turn off all toolbars they stay hidden next time I click a pitcure. In your first description you complain that the Formatting Toolbar disappears. As I described before, we have a context sensitive user interface. A toolbar which is context sensitive (e.g. the Formatting Toolbar) and the current context doesn't contain the functions for the Formatting Toolbar, the Formatting Toolbar will be hidden. There is only a function available via View - Toolbars to hide a context sensitive toolbar permantently. You cannot define that a toolbar loses its context sensitiveness. If you are sure that you cannot hide a toolbar persistently, then this would be a bug.
