Are you using any system tools like CCleaner? I have an administrator account so it can obviously write this preference to a file or wherever it records it to. I also uninstalled the program, ensured that the OpenOffice.org2 directory in the Application Data directory was erased as well as the registry keys. Upon reinstalling, I see the wizard, as expected, but when I clicked the I Have Already Registered option, the next day I am presented with this wizard again when loading the application.
